Minutes
Fifth RA Meeting of the 36th Term
Saturday, February 19, 2022, 12:00 SLT

1. Administrative Business
1.1 Approval of the Agenda

1.2 Review and approval of the Minutes of the Fourth RA Meeting of the 36th Term, Jan. 22, 2022

2. Executive Report
Chancellor Tor Karlsvalt began by thanking Kyoko Barzane for recent successful events and welcomed several new members of the CDS community; Samantha Erickson, Ryonen, MaryIndie, Tandra Jupiter, and Malibu3311. Further work on ads for available land has been completed, and the CDS kiosks have been updated to reflect this. These ads are being publicised on the SL Land forum, and Tor encouraged citizens to visit his posts to show support. He has also enrolled the CDS in the Forever Tourist passport game, placing kiosks in a variety of places, with more to follow. Further developments with Casper kiosks are also planned, and to help with promotion, the Locus Amoenus village has been formally named Luna Marina. Kyoko concluded the Executive Report with a summary of recent and upcoming events, such as the Valentine's event, St Patrick's Day celebrations and the Spring Ball.

3. Land-Use Commission Report
Cathy informed the Assembly of a possible landscaping upgrade and of ongoing research into Linden waters and the use of paid search locations.

4. Old Business
4.1 Call for a MoCa Curator
Almut reported on meetings she has had with Gian (Nano Rufus), a new citizen who had expressed an interest in this role, and she encouraged others to discuss this with him further if they are able.

4.2 Constitution Review Article III, Sections 1 and 2, and CDSL 16-07 Scientific Council Affirmation Procedures Act to bring them into Alignment
Delia shared the link to the Scientific Council's draft revision of Article III of the Constitution (cross-posted to the General Discussion forum to facilitate comment and feedback), and provided helpful context and background on the issue. Motion to table until next meeting, to enable members to review the proposal and formulate responses. Rosie 1st, Cathy 2nd, all in favour, motion carried.

5. New Business
5.1. Eduland Negotiations Status Report
The Assembly discusssed Kyoko's report on the proposed "Edulands" project that would bring together various educational and allied SL institutions into a large, cohesive area on the grid. Various issues were debated, including whether and how the sims will be connected, how to visit other potential members, and how best to secure agreement of the CDS citizenry were this proposal to go ahead. Those present were encouraged to continue the discussion on the forum ahead of the next meeting.

6. Citizen Concerns
Cathy queried how citizens who cannot access SL temporarily should manage their tier obligations in order to avoid eviction. Following a discussion of the current process undertaken by the Chancellor and Scientific Council Dean, the suggestion was made that citizens should ensure they can access the CDS Forum and use that to contact the Chancellor to explain their situation. Jerry offered to add this guidance to the CDS website.

7. RA Member Concerns
Further to item 4.2, Jerry reminded the Assembly of their wish to look at refreshing other aspects of the Constitution, and urged members to collaborate on proposals via Google Docs. On a related note, Almut expressed a wish to finalise the Guide for New Citizens that has been in draft for some time.
