Representative Assembly Meeting
Sunday, January 7, 2024 at 10:00 SLT

1 Administrative Business

1.1 Approval of the Agenda
Motion to approve the agenda as presented. Rosie 1st, Jerry 2nd, all in favour, motion carried.

1.2 Review and Approval of the Minutes of the First RA Meeting on December 16, 2023
Motion to approve the minutes as presented. Rosie 1st, Almut 2nd, all in favour, motion carried.

1.3 Swearing in the by-elected RA member
Following the results of the by-election for the fifth Representative Assembly seat, Delia Lake, as a representative of the Scientific Council, called upon Kyoko Jarvinen-Barzane to take the affirmation of office. Kyoko did so, and was duly sworn in.

2 Executive Report, with Budget Proposal

The Chancellor began with news that the CDS finished last term with a small profit of over L$20K. He thanked the people of Amiais for extending their water and connecting the CDS with Amiais and Etopia. It is hoped there will soon be an event with the new neighbours, taking in the new Oikoumeni Sea. Tor welcomed a new citizen to the CDS, Radioactive Rosca, one of 84 citizens currently. He highlighted the activities of some of them, such as gallery events, house warming, and the BBB passport stamp program, and praised them for promoting the CDS. An Alpine Holiday Home campaign has been launched, to attract more buyers for the parcels. Tor is also working with Ryonen and Moon to establish and test a new Discord server, CDS Commons, which Tor hopes can be used as a PR channel to promote events and handle land sales. A link to the server will be placed on the CDS website in due course. The Executive Team have also developed a HUD for Estate Managers and Public Information Officers to facilitate land issues, and plan on developing one for citizens as well. Within his budget proposal for the term, Tor projected a small deficit but expressed optimism about breaking even. He reminded the Assembly that the CDS was in its 20th year, and that they would celebrate with special stamps and a logo. They will also start planning soon for SL21B, which would be a good opportunity to showcase the CDS. In response to a query regarding the budget and the CDS website, Tor agreed to update the budget proposal with detail on hosting fees.

3 Artisan Guild Report

Rosie updated the Assembly on the two meetings the Artisan Guild has held since becoming an officially recognised organisation of the government. During the December 2 meeting, the Guild continued organisational activities such as having artisans fill out forms for official recognition and determining reporting roles. Guildmeisterin Rosie will report to the Representative Assembly, with Cathy as backup. Work began on covenant revisions for Locus Amoenus, but these are not yet finalised. At the December 16 meeting, the Locus Amoenus covenant update was postponed but the Guild began working on the General Covenants review, with Moon volunteering to draft the updates. Moon's ideas for changes to the Colonia Nova parcel where the current Garden of Peace is located were also discussed, though more discussion is needed. The Guild is still waiting for the Scientific Council to move the forum postings from the NGO area to the Government area of the forums.

4 New Business

4.1 MoCA Curator Applications
Two applications for the post were received. Representative Assembly members carefully considered the applications and accompanying statements and debated their various strengths and merits. Motion to vote for Tori Landau as the new MoCA Curator for the 40th term. Almut 1st, Jerry 2nd, all in favour, motion carried.

5 Citizen Concerns

Comments were made regarding the ongoing difficulties in finding days and times for Assembly meetings that are convenient for everyone, bearing in mind the geographical spread of CDS citizenry across the RL globe. Compromise was recognised as being inevitable, and the LRA thanked everyone present for their understanding.

6 RA Member Concerns

No concerns were raised.

7 Announcements

The theme for the skating party later this month is the Chinese Year of the Dragon.

Upcoming CDS events are displayed on the CDS Google Calendar, as shown on the cdsdemocracy.org homepage.
