Second Representative Assembly Meeting of the 38th Term
Sunday, December 18, 2022, 12:00 SLT

1 Administrative Business

1.1 Approval of the Agenda
Motion to approve the agenda as presented. Jerry 1st, Gwyneth 2nd, all in favour, motion carried.

1.2 Review and approval of the Minutes of the First RA Meeting on December 3, 2022
Motion to approve the minutes as presented. Almut 1st, Gwyneth 2nd, all in favour, motion carried.

2 Executive Report

Notwithstanding a delay to the presentation of the budget, the Chancellor outlined intentions to increase the number of CDS events and review PR. The Estate Manager team is broadly the same this term, but there is a new Public Information Officer team, and negotiations are underway to implement an Artist in Residence scheme for the first time. Moon also informed the Assembly of plans for sim improvements, particularly those with the most density, and announced that the suggested donations in the CDS tip owls have been increased. Finally, she reminded everyone of the upcoming holiday events: Nights of Lights, Secret Santa and the Ugly Sweater Party. In response to a question, it was confirmed that the online indicator boards for the Representative Assembly, Chancellor and Estate Managers are all up-to-date.

3 Old Business

3.1 Election of the RA's Citizen Representatives for the LUC / Status of LUC
The LRA informed the Assembly of Leslie Alladale's wish to become the second of the RA's two Citizen Representatives for the Land Use Commission. It was noted that there was no inworld group message calling for candidates, which may have alerted new citizens to this opportunity. Motion to elect Leslie as the second LUC Citizen Representative. Almut 1st, Gwyneth 2nd, all in favour, motion carried.

3.2 Call for a MoCA Curator
Members debated the extent of the role that the Assembly should take in the process to appoint a new curator for the Museum of Contemporary Art, and questioned whether this should instead fall entirely within the Executive branch. An intention was signalled to propose a review or even a repeal of CDSL 31-1 MoCA Curator Appointment, and the LRA proposed to make this a Forum topic.

4 New Business

4.1 Request to RA by the SC: Modification of NL 7-1 Government Question Time Act, Section 5
The Chancellor, the Chair of the SC and the LRA have agreed to revive the Government Question Time events, with the first one taking place on January 15. The SC have proposed the following modification to NL 7-1 Government Question Time Act, section 5: "GHQ meetings will be summarized by the chair of each meeting, identifying who represented govt, what questions were asked and a transcript of the answers. These summaries will be posted in the Executive Forum and the Q&A Forum within seven (7) days." This is to replace the current wording: "The Chair will post a transcript of the meeting to the CDS forums within seven (7) days. At the start, participants shall be informed that a transcript will be posted." Motion to accept the suggestion of the SC in general (i.e. no transcripts, just summaries) and to postpone going into specifics until after a review in the Forum. 5 Citizen Concerns

No concerns were raised.

6 RA Member Concerns

6.1 CDS Flag
A query was raised regarding the stars on the CDS flag: does the number of stars reflect the number of CDS regions—in which case there should now be six rather than four—or are they merely symbolic? It was suggested that a discussion could take place in the Forums.

6.2 Light Rail Train Trials (6.1)
In response to a request for an update on the train system in Neufreistadt, the Chancellor reported that it is still being developed.
