Seventh Representative Assembly Meeting of the 37th Term
Sunday October 2, 2022 12:00 SLT

1 Administrative Business
1.1 Approval of the Agenda
The agenda was revised following identification of a minor numbering error. Motion to approve the agenda with numbering amended. Rosie 1st, Jerry 2nd, all in favour, motion carried.

1.2 Review and approval of the Minutes of the Sixth RA Meeting on September 11, 2022
Motion to approve the minutes as presented. Rosie 1st, Almut 2nd, all in favour, motion carried.

2 Executive Report
The Chancellor began by thanking a range of citizens for their work on the wonderful Oktoberfest events: Kyoko with planning, Almut for the Golden Era of 1920's Berlin exhibition, and Lilith for her work decorating the Platz. He also expressed gratitude to Rosie and Wordsmith Jarvinen for their work on the new portal that connects the CDS to the Eduverse Island, as well as to Moon Adamant and the Land-Use Commission for their suggestions regarding the paid search listing updates, which he has been implementing. Tor has also approved LUC efforts to build a new theater in Colonia Nova and to expand the catacombs. Finally, he shared the sad news of the death in August of long-time citizen and Scientific Council Professor, Soro Dagostino. His memorial will remain on the Quay for the rest of this term.

3 Land-Use Commission Report
Agatha updated the Assembly with more detail from the recent LUC meeting on the new theater in Colonia Nova mentioned in the Chancellor's report. In order to reduce lag to a minimum, various seating mechanisms will be trialled. The Commission also continued its work on the paid search listings, ensuring that descriptions include appropriate keywords and so on. Further testing may need to be carried out.

4 Old Business
4.1 Proposed addition/modification to the updated CDS Constitution. Article III, Section 3(b)
The Assembly debated the proposed addition to the Constitution from the Scientific Council that would ensure that any Representative Assembly member voting against a Scientific Council appointment would supply a reason for doing so. Although a majority of members were in favour of the amendment, unanimity was not reached and the LRA decided to table this discussion for a future meeting.

5 New Business
5.1 Factions Act
The Assembly debated whether a separate Act on Factions was required, following its recent removal from the Constitution. Motion to not include Factions Act in the Code of Laws, since the RA decides that the Constitution provides the sufficient legal frame for founding and maintaining Factions, so that a further Act is regarded as not necessary. Rosie 1st, Jerry 2nd, all in favour, motion carried.

6 Citizen Concerns
No concerns were raised.

7 RA Member Concerns
The issue of the increased use of CDS group announcements by 'partner' regions outside the CDS was raised again. The Chancellor agreed to look into this matter further.
