Executive Team - PIO, Event and Estate Management Job Descrn

This post sets out the job descriptions for the Executive Team for the period of the 22nd RA. This is something which the Chancellor has to do according to CDS law and is intended to make it clear for everyone what various members of the Exec Team are empowered to do (and what they are not empowered to do).

As stated in the CDS Constitution Article II, Section 1:

“The Chancellor will serve as the executive of CDS, working to coordinate and plan community projects.”

The Executive Team comprises the Chancellor, the Public Information Team, the Events Management Team and the Estate Management Team.

Final authority and responsibility for all areas of Executive Team activity rests with the Chancellor. All positions on the team are appointed by the Chancellor and may be removed at the Chancellor’s discretion.

The Chancellor will publish the roles, responsibilities and holders of the various jobs described here, and the names of those holding those positions, to ensure that citizens are able to access accurate information and assistance.

As stated in CDSL 13-01:

“The Chancellor shall be responsible for overseeing the production and maintenance of publicity and public information with respect to the actions, policies and history of the CDS government.”

and

“The Chancellor shall designate a Public Information Team, with individual duties specified in writing and made publicly available at the beginning of each term. Functions including maintenance of the calendar, group event notice supervision, inworld physical information source (kiosks, magazines, handouts, etc.) development and maintenance, shall each be assigned to a named individual reporting regularly to the Chancellor.”

Public Information Officer

The PIO is responsible for ensuring information about CDS is available to all citizens and for publicising the CDS to the wider Second Life community by :

  • promoting land sales developing a marketing plan for our current community and regions and for any new regions which are added to the estate
    managing the content of Portal pages relevant to the Chancellor’s office, including Home, Info, Events, Land Prices and Fees, Chancellor’s Office and any other pages created under the direction of the Chancellor to provide information or promotion of the CDS
    ensuring kiosks are updated with current information
    ensuring group joiners are placed at all events and in high traffic locations
    managing membership in the CDS and LV groups
    developing or approving all promotional text, images or other methods of publicity related to official CDS activity

Final decisions on the content of publicity, advertising and the marketing plan rest with the Chancellor. The Chancellor may appoint assistants to the PIO and the PIO may delegate some of his or her duties to specified assistants.

Event Management Team

For the period of the term of the 22nd RA, Events Managers will take direction from the Vice Chancellor/PIO. The Chancellor is delegating leadership of the functions described here to the Vice Chancellor/PIO.

Event Managers are responsible for the Calendar and Event schedule of the CDS.

Event Managers will:

  • identify potential themes, performers and activities for official CDS events
    propose such events, along with information regarding expected budget and resources, to the Chancellor for approval
    book performers and organize official CDS events, once the event, budget and resources are approved by the Chancellor
    provide promotional material about CDS events to the PIO for distribution
    ensure that ALL citizens can host events on public land
    oversee the use of CDS group notices to ensure appropriate content and use
    manage the official CDS Calendar to ensure events are publicized and no conflicts for use of space occur
    work together as a cooperative team with CDS citizens to plan events, contests and activities for the benefit and enjoyment of the CDS community. PIOs will work within an established budget set by the Chancellor

Estate Management Team

For the period of the term of the 22nd RA, EMs will work to direction from the Chancellor.

EMs help monitor land owned by the community of CDS. EMs ensure that CDS land functions are running smoothly. EMs help keep the peace in CDS by stopping griefers, returning the occasional stray prim, and helping to beautify CDS.

Designated EMs perform specific additional functions; the Chancellor will identify which specific functions individual EMs are authorized to perform.

EMs may perform the following functions :

  • keeping track of land sales and tier payments and helping citizens to buy and sell land
    notifying citizens when they are behind in their tier payments or not compliant with CDS legislation when authorised to do so by the Chancellor
    reclaiming land, tidying up land descriptions and parcel streams and setting reclaimed land for sale when authorised to do so by the Chancellor
    EMs provide ‘security’ at events by ejecting griefers
    notifying the Chancellor of potential Covenant violations. The Chancellor will decide on whether Covenant violations require action
    maintaining the Estate by, for example, changing terrain textures and trees when the seasons change
    assist citizens with issues related to their land, including ‘how to’ information regarding building placement,Chancellor approval of builds, hippo box payment, refunds

EMs do not reclaim land or return items on citizens’ private land or make decisions about potential covenant violations or comment or advise citizens on Executive policies. Consultation with the Chancellor is required for these activities, and citizens should be directed to the Chancellor regarding issues of policy and procedure.
