RA Election Law?

While going through the Code of Laws, I just found these laws in conjuction with elections:

CDSL 13-04 Chancellor Direct Election Constitutional Amendment Act
CDSL 13-05 Chancellor Election Act
CDSL 13-09 Campaigning Act
CDSL 20-01 Resignation of Elected Members of Government Act
CDSL 20-02 By-Election Procedures Act

Section 2 of the Constitution states: "Representative seats are chosen by popular election, from among those candidates who qualify under the rules set forth here." There is no statement pointing on the right of the SC or any other instance to omit elections because of any reason.

SInce I disagree with the current undemocratic way that elections can be simply skipped by the SC when there is an equal number of candidates and seats/offices to be assigned, I would like to know first what the respective law originally contains. My aim is to prepare a citizen's petition to change this situation and to make a proposal for a changed law.

Any help will be appreciated!
