Operating Procedures & Commission Scope approved & adopted.
Laws and outstanding bills pertaining to Article II, Sections 1-3 & 9 of the Constitution (The Executive) assigned to Commission members for compilation so that the Commission may consider them.

[06:23] Tor Karlsvalt: Recommended procedures for RA Commissions
1. Commissioners can use various platforms to work: e.g. SL, skype, google docs & IM. Invite all available Commissioners to participate in planning agendas and drafting bills to be presented to the RA.

2. Establish rules at the outset for Commission meetings that include Citizens:

Comments and questions are welcome and citizens are reminded that inflammatory language will result in being ejected from the meeting.”

Meet in public space. Have SPR available so citizens can click when they wish to speak.

3. Some agenda items require vote only, or structured discussion or informal discussion
For each agenda item, Chair presents agenda item and asks commissioners for vote or comment.

Begin every meeting with a statement of Commission mandate per RA and agenda items to be covered.

Citizens are invited to speak to the agenda item once the Commissioners have completed their discussion.

4. Voting by Commissioners shall be done at inworld meetings and

5. If using the Forum, establish two topics, one for Commissioner input only, another for Citizens and Commissioners.

6. Before the Commission sends its final report to the RA, publish a penultimate draft to the forum and invite comments.

[06:29] Tor Karlsvalt: I ask that citizens not click the box until discussion is opened up for comments form the general attendees. I assure you that I will recognize comments from citizens but after commissioners have had a chance to speak.

As written in the CDS Constitution, the Chancellor serves as the executive of CDS, working to coordinate and plan community projects, this RA Commission is charged to:

(1a) review the duties assigned to the Chancellor by the Constitution and subsequent laws;

(1b) recommend clarifications and modifications to both existing laws and language in the Constitution so that the designated authorities, responsibilities and accountability are consistent with and support the assigned duties of the Chancellor;

(1c) review the Proposed Tier Collection and Land Reclamation Bill for compliance with the Constitution and existing law, and

(1d) recommend amendments and/or legislation that will bring existing legislation into compliance with the Constitution specified Chancellor duties;

(2a) review existing documentation regarding balance of power among the three branches of government,

(2b) assure that authority matches responsibility, and

(2c) recommend legislative if needed.

[06:53] Delia Lake: Cleo we can change how we address issues but we cannot change the constitution nor the laws nor the scope of the commission

[06:57] Tor Karlsvalt: If I may, yes, this item here is only to divvy up the work so that one or several of us will look for items relating to each power of the Chancellor and see what needs changing, if anything, bring the issues up to the commission which might eventually recommend a change to the law or constitution. I think Cloe, this is much like what we were hoping to have done last term.

[07:34] Tor Karlsvalt: Would 6AM, Sat. Sept 27th work for eveyone. I think Mizou might be able to make that day.

[07:34] Covey Homewood: Currently, my only time restrictions are MWF mornings.
[07:34] Delia Lake: she has said before that generally weekends work for her. perhaps we can set this time and then if we have to we can change
