Covenants for reference, while portal is down...

Currently the portal is down and the issue was raised in today's RA meeting that there was no easily accessible way to reference our covenants. It was suggested to put them on the forums. I know this forum is an odd place for them, but ought to make it easy to find. Please please be aware that this is a temporary fix and that once this crisis is past, this post will not be updated and so the information contained in it may become inaccurate at some future date. These covenants have been captured on May 21, 2016 and are found at archive.org

To aid in ease of reference, I will create 7 posts - this one will contain the General Covenants and each of the others will contain the Covenants for each sim (order listed is clockwise, starting with Neufriestadt). I will create links in this post to the other 6 posts - here:

About this community:

The Confederation of Democratic Simulators (CDS) is the oldest democracy in Second Life. The regions have loosely based Germanic, Alpine, Tuscan, or Mediterranean themes, representing different historic periods.

We are not a role-playing community.

Purchasing Land and Paying Tier:

Step 1: Buy the land through the About Land tab. Your first months tier is paid when you purchase the land (no cost for the land itself).

Step 2: An Estate Manager will set the tier box to your name, and include your first 30 days as paid. You pay the tier box at the end of your 30 days and keep it current in order to maintain your ownership and your citizenship.

**By purchasing a parcel you become a citizen of the CDS. We encourage you to get to know your fellow citizens, come to events and meetings, and read the constitution and laws on the CDS website.

a. You can pay tier on your Hippo tier-box up to 3 months in advance.
b. Tier is paid to CDS and not to Linden Labs.You do not need a Premium account to become a citizen in CDS.
c. The Linden Lab Premium Account land allowance does not apply to and is not credited towards ownership of land within CDS.Status as citizen in this community is dependent on making regular payment of the monthly fee for a least one parcel.

d. Your responsibility for monthly parcel fees continues until a new owner purchases, or you officially abandon the property.
e. Your status as citizen in this community is dependent on making regular payment of the monthly fee for this land, which will be reclaimed by the community if you do not make this payment.
f. Your rights to sell the property are revoked once tier is in arrears.
Maximum Land Ownership:

An individual can own up to 8 CDS land parcels, totalling 8192 m2. Land ownership restrictions include any land donated to group-owned land in CDS. Additionally, some zones within individual CDS regions have specific parcel ownership restrictions.
General Rules:

All buildings in CDS must be physically plausible, based on the architectural technology of the historical period and culture of the CDS region in which the property is located.
Use no Full Bright settings on any of your objects out of doors.
Vendors must be inside of buildings and are only allowed on commercially zoned lots.
No global ban lines. You DO have the right to ban specific individuals from your parcel.
No security devices below 1000 meters.
Keep skyboxes and build platforms above 1000 meters and within parcel limits.
No subleasing.v
Nudity allowed only within private residences. Our regions are rated ‘moderate’.
No weapons are permitted.
No SL or RL pornography is permitted.

Approval of Buildings:

All structures are subject to review by the Land Use Commission (LUC). Upon completion of exterior construction, notice shall be delivered by the LUC to the Chancellor for approval. Builders also have the option of submitting plans to the LUC for pre-approval.
Within each region there are public and private structures that can only be modified with prior approval by the Chancellor. See specific Regional Covenants below.
Adjustments to land within region specific tolerances, to accommodate complying structures, may be made by Estate Managers.
Variances may be granted for terraforming requests beyond the region specific tolerances.c
Buildings under construction for longer than 24 hours must be kept above 1000 m.

Scripts and Particles:

Excessive script usage adversely affects region performance and is not permitted. The determination of excessive is at the sole discretion of the Chancellor.
Scripts which use llListen (voice command) are permitted if they listen only after a touch and then deactivate after a certain period of time.
Scripts that spy on other residents, record or transmit chat, spy on movement/activities are not permitted with the exception of visitor counters, item givers, statistics collectors, etc., which may be used for commercial purposes within a public, commercial establishment.
Private security scripts may be used above 1000 m and range within the owner’s parcel borders and give intruders a 30-second warning prior to ejection.
Particles may be used in effects that have real-world analogies, such as lights, smoke, and fire. Floating, particle emitting and rotating signs are prohibited.
Scripts and particles attached to avatars are unregulated.

Commercial Zoning: Clubs and other Businesses

Clubs and businesses shall be established in commercially defined zones. See specific regional covenants.
All clubs are subject to review by the Chancellor. Normally only one club per region is allowed and that on terms negotiated in advance and enforced by the Chancellor.

TERMS OF SERVICE

All terms and conditions of service set forth by Linden Lab, both in their official Terms of Service (TOS) and in all official blog posts, forum posts or other official statements regarding policy, allowed behaviour and terms of service must be adhered to first and foremost prior to the application of this covenant. Under no circumstances does the CDS permit any behaviour or actions not permitted by the Linden Lab TOS or publicized policy. These covenants are subject to change from time to time as the elected governing bodies see fit. Changes shall be effective upon publication.

These General CDS Covenants were approved by the 22nd RA, April 19, 2015.

NEUFREISTADT SPECIFIC COVENANT

The City of Neufreistadt is modeled after a medieval Bavarian city with surrounding valley. The time period is indeterminate.

A) Zones and Typologies:

Zone O: (Outside city walls)

Residential only. Commercial activity is prohibited.
Buildings in this zone resemble styles of alpine Europe and should aim to link visually with the style of Alpine Meadows.
Buildings must preserve a distance of 4m to neighbouring plots.
There must be a minimum of 4 trees per 512m2 of plot area.

Zone I: (Inner city)

Commercial and residential use.
All plots must have buildings.
All buildings must be in a Medieval Germanic urban style.
All structures must be placed immediately adjacent to a street or connect to it via a path.

Zone P: (Adjacent to Marketplatz)

Commercial and residential use.
All plots must have buildings.
Ground floor must be devoted to commercial purposes, upstairs may be residential.
All buildings must be in a Medieval Germanic urban style.
Structures must be placed immediately adjacent to a street and have an entrance facing the Platz.
Owners may apply for free use of the Platz area in front of their parcel for moveable objects such as tables or chairs and must be ‘shared’ with the LV group so they can be moved by the EM’s if necessary for special events etc.

B) Buildings in all zones:

Maximum height 20m
Structural elements can be stone, wood and terracotta
Roofing elements can be wood, slate or terracotta shingles or thatch
External flooring elements can be brick, ceramic, stone or wood
Wall elements can be stone, brick, wood or stucco
Door and window elements can be wood, iron or brass
Glass in small panes
All buildings must have functioning doors.

C) A person may not hold more than 2 plots or more than 1024m2 in zones I and P.

D) Public Buildings, Structures and Lands

Public buildings are not subject to specific zone or typology guidelines.These buildings and structures are directly administered by the Executive Branch of the CDS.

These covenants were approved by the 22nd RA, April 19, 2015.

MONASTERY

(Sim-wide covenant)

Monastery is defined as having a rural, alpine theme. Monastery is a residential sim with the exception of the Monastery itself. Commercial functions are not permitted. The time period is indeterminate. It is a double-prim sim, which means that a 512 m2 parcel has 234 prims allotted instead of the usual 117.

Monastery has two zones which are used to define expected appearances of builds and/or different administration of land and typologies used to define plot type. Plots are identified by a string X-0, corresponding to Typology-Number.

Terraforming is allowed within a distance of +2/-2 meters.

All the buildings exteriors must be built in pre-industrial materials, namely:

Structural elements can be stone, brick or wood
Roofing elements can be wood, slate or terracotta shingles, and thatch.
Exterior flooring elements can be brick, ceramic, stone or wood.
Wall elements can be stone, brick, wood or stucco.
Door and window elements can be wood or metals, raw or painted. Large panes of glass must be partitioned by appropriate framing.

Zones and Typologies

Zone H (Hamlet). Located on the north of the sim, adjacent to Locus Amoenus. Buildings in this zone should resemble styles of alpine Europe, mainly alpine cottages. Structures may be no taller than 20 meters. Buildings must preserve a distance not inferior to 2 meters to neighbouring plots. Plots must have an open area for garden or woods not inferior to 40% of the area of the plot. Plots must feature no fewer than 4 trees per each 512 m2 of plot area. A person cannot own more than2 parcels or 3072 m2 in this zone. Plots in this zone are named H.0
Zone M (Monastery).Reserved for the Monastery building. No private building is allowed in this zone. This zone is directly administered by the Monastery Curator, in compliance with these covenants and other applicable CDS legislation. There are no height, border or tree rules applied to the zone M.

LOCUS AMOENUS SPECIFIC COVENANT

Locus Amoenus is inspired by and modeled after rural Tuscany with a large area of surrounding countryside.

1. Building style that is consistent with those of rural, timeless, pre-modern Tuscany; from post-Roman (this means Roman builds can exist, but would be ‘old’ rather than new) up to and including pre-WW1 (1914). Reference images located here .
2. Maximum height of all builds will be 20m.
3. Any permanent posters and signage on the exteriors must be consistent in size and style with the region theme.
4. L.A. is a double-prim sim, for example, a 512 m2 parcel has 234 prims.
5. All building exteriors must use pre-industrial materials, namely:

a. Structural elements: stone, wood, terracotta, clay, brick or marble
b. Roofing elements: wood, slate or terracotta shingles
c. Flooring elements: terracotta, marble, stone, brick, mosaic tile or wood.
d. Wall elements: stone, clay, brick, terracotta, stucco or wood.
e. Door and window elements: wood or metals, raw or painted.
f. Large panes of glass must be partitioned by appropriate framing.

Zoning Information
1. Zone H: (Harbor and beachfront)

a. Commercial and residential
b. Buildings in this zone should resemble styles found in central Italy.
c. Quay buildings on P.01, P.02, and P.03 are restricted to the original buildings. Prior to replacement, rebuilds must be specifically approved by the Chancellor.

2. Zone C: (Countryside)

a. Residential only. Commercial activity is prohibited.
b. Buildings in this zone should resemble styles found in rural central Italy.
c. 20% of the parcel will be open space, forested, pond, garden, patio or agriculture
d. There must be a minimum of 3 trees per 1024m2 of plot area.
3. Zone F: (Fishing Village)
a. Mixed commercial and residential, small in scale
b. Restricted to the original buildings. Prior to replacement, rebuilds of the existing buildings must be specifically approved by the Chancellor.

This covenant was approved July 4, 2015 by the RA.

COLONIA NOVA specific covenant

Colonia Nova is an ahistorical, southern-European themed sim (Italian/Greek/Spanish or generically northern-Mediterranean) featuring a shopping district, an amphitheatre, the public thermae and the seat of the CDS government, the Praetorium. Buildings in this region resemble styles of southern-Europe and should aim to link visually with the styles of Locus Amoenus and Alpine Meadows at those regional borders.

2. Building exteriors shall use pre-industrial materials:

Structural elements: stone, brick or wood
Roofing elements: wood, slate or terracotta shingles.
Exterior flooring elements: brick, ceramic, stone or wood.

Zone R (Villa Quarter) and Zone L (South Riverfront Plots).

7. Buildings must have a 5 m distance from adjoining parcels
8. Minimum of 3 trees per 512m2 of plot area.
9. Plots in Zone R are named R.XX.
10. Plots in Zone L are named L.XX.
11. Plots R.01-1 through R.01-5 are reserved for attachment to parcels within the city walls. There must be a minimum of 2 trees per plot.

ALPINE MEADOW SPECIFIC COVENANT

Alpine Meadow: rural, alpine theme indeterminate time period.

2. Structures should link visually with the medieval styles of Neufreistadt.

Zone C (Commons)
1. All public land and structures in Alpine Meadows.
2. Zone C is directly administered by the Executive Branch of the CDS.

Parcels A and B.
Structures
1. Maximum height 26 m.
2. Must be at least 4 m distant from adjoining parcels.
3. A” plots may feature a château.

Landscaping
1. 40% open area for ground-level garden or woods.
2. Minimum of 3 trees per 512 m2 of plot area.
3. Gardens and woods may feature small builds such as gazebos.

Parcels C. Structures
1. Maximum height 20 m.
2. Must be at least 4 m distant from adjoining parcels.

Plots D
1. External appearance of the pre-fab buildings in the D plots is fixed and must not be altered.

These covenants were approved July 4, 2015 by the RA.
