Duties of SC members

Part of the process of SC reform is to develop a clear and current set of policies and procedures that reflect the current role of the Scientific Council.
Many of the existing policies and procedures have not been followed for a number of years - in part because they are impractical or not relevant to changes that have occurred over the years. Defining the duties of SC members is part of this process. (Dean/Chair is used to reflect that there will be legislation proposed that will change the structure of the SC and replace the position of 'Dean' with 'Chair').

Duties of SC members

-be knowledgable of, and uphold, the Constitution and Laws of the Confederation of Democratic Simulators and the United Nations Declaration of Human Rights
-make decisions based on objective application of the Constitution and Laws of C.D.S., without personal bias or prejudice
-attend regular or special meetings of the SC as called by the Dean/Chair of the SC and, when unable to attend, to submit opinions and comments in the Forums or by e-mail
-review all transcripts of meetings of the Representative Assembly within 48 hours of the posting of such transcripts to the Forums
-flag for review any Law or Constitutional Amendment that appears to violate the C.D.S. Constitution or Laws, or the United Nations Declaration of Human Rights. Any such challenge must be posted to the Forums within 48 hours of the posting of the transcript containing the vote that adopts said Law or Amendment
-notify the Dean/Chair of the SC when flagging a Law or Amendment for review, with a request for a special meeting of the SC to perform the review
-assist in the management and moderation of the Forums as needed, and in the manner described in the Constitution of the CDS.
-assist in the management of C.D.S. elections as needed and in the manner described in the Constitution of the CDS.

People often say that, in a democracy, decisions are made by a majority of the people. Of course, that is not true. Decisions are made by a majority of those who make themselves heard and who vote -- a very different thing.
