Minutes - 20 October 2020 RA Meeting

Present: LRA Lyubov Atheria, LRA Pro Tempore Tanoujin Milestone, Archivist Guillaume Mistwalker, Laura Azalee, Brooke Brandenburg), Chancellor Rosie Gray, SC member Callipygian Christensen, LUC members, CDS citizens.

1. Administrative Business (12:02-:04)

1.1 Review and approve the agenda
• LRA Lyubov Atheria motioned to approve the agenda, Brooke Brandenburg seconded; motion passed (12:03)

1.2 Review and approve the 6 October meeting minutes
• LRA Lyubov Atheria motioned to approve the minutes, Brooke Brandenburg seconded; motion passed (12:04)

2. Executive Report (12:04-:24)

2.1 Report
• Chancellor Rosie Gray reported an increase in evictions, her approval to begin work on the Monastery lake's shoreline, and improvements to Almut Brunswick's sluice.
• Rosie also reported that the CDS will have a Halloween party on 31 October at 13:00pm SLT.

2.2 Discussion
• Lyubov asked about the financial situation remaining steady despite an increase in evictions, and noted that the RA should approve the change to the Monastery lake's shoreline.
• Tanoujin motioned to approve the changes to the Monastery shoreline, Lyubov seconded; motion passed unanimously (12:24)

3. Land Use Commission Report (12:25-:49)

3.1 Report
• Brooke Brandenburg reported on the LUC's old business: the missing pathway and sluice update is underway, a season-changing HUD for the region, Sudane prepared a proposal for redevelopment of the SW corner of Locus Amoenus.
• Brooke also reported on the LUC's new business: Sudane has samples for the road/path project in NFS valley though there is continuing issues with season-changing roads and Mizou took part in an excursion to Ville de Coeur.

3.2 Discussion
• Rosie pointed out that a season-changing HUD was not a requirement, but desirable, for season-changing roads.
• Almut Brunswick commented further on the HUD discussion.
• Laura Azalee commented on the Locus Amoenus remodel, road changes, and Mizou's Ville de Coeur excursion. Rosie Grey responded by pointing out that the remodel would take advantage of privately owned prefab houses.
• Lyubov and Almut commented once more on the excursion and the remodel, respectively.

4. Citizen Concerns (12:50-:52)
• Almut asked about the status of the LUC reform bills. Lyubov mentioned that the discussion has been tabled.

5. RA member concerns (12:52-:56)
• Tanoujin responded to Almut's concern and mentioned that it will remain their priority during the next RA session.
• Lyubov mentioned that Kayly Iali, a CDS artist, was featured in the Second Life Newser.

6. Old Business (12:56-13:04)

6.1 Update General Covenant
• Lyubov referred to forum discussion on the proposal to restrict non-natural parcel sounds and greeters to their parcels, and noted that there was not consensus to ban all sounds. She offered edits to the general covenant to reflect this.
• Lyubov motioned to add the two edits to the general covenant, Guillaume Mistwalker seconded; motion passed unanimously (13:03)

7. New Business (13:04-:15)

7.1 LUC Project Recommendation, “A proposal to "redevelop" SW Locus Amoenus”
• Lyubov reported on Sudane's proposal, discussed above during the LUC report.
• Lyubov motioned to approve the proposal, Brooke seconded; motion passed unanimously (13:15)

8. General Announcements (13:15-:17)

8.1 Events:
• 31 October – Halloween Party, “It’s a MAD World”, 1300 SLT

8.2 Elections:
• 21 October – Call for candidates

8.3 Meetings:
• 24 October – Government Question Time, 0900 SLT
• 1 November – Scientific Council meeting, 0900 SLT
• 8 November – Land Use Commission meeting, 1200 SLT

9. Next RA Meeting (13:17-:20)
• Lyubov motioned to meet on 10 November at 12:00 SLT, Brooke seconded; motion passed unanimously (13:20)

10. Adjourn (13:20-:21)
• Lyubov motioned to adjourn, Brooke and Tanoujin seconded; motion passed unanimously (13:21)
