RA Meeting Minutes - 6 October 2020

1. Administrative Business (12:02-:03)

1.1 Review and approve the agenda (12:02)
Lyubov motioned to approve, Guillaume seconded; motion passed unanimously

1.2 Review and approve the minutes 22-September-2020 (12:03)
Lyubov motioned to approve, Brooke seconded; motion passed unanimosuly

2. Executive Report (12:03-:10)
• Chancellor Rosie Gray identified an issue with the land transfer scanner that is a concern. She has messaged all EMs to be extra vigilant.
• LRA Lyubov asked about a Halloween party. Chancellor Rosie Gray responded that there will be one, though there are no plans as of yet.

3. Land Use Commission Report (12:10-:20)
• Brooke reported on the LUC's most recent activity. Almut has worked on preparing the road bed in Monastery where there is missing roadway. Sudane has prepared a concept for renovating the LA coastline, which will be submitted to the RA for approval. The LUC is begining the process of responding to the RA's request concerning a plan for a redevelopment project, and will consider how to retain residents.
• LRA Lyubov hopes that the LUC will consider net new residents, not just current citizens. She also mentioned that the LUC was interested in replacing the wooden walkway along Monastery Lake and that the matter was still under discussion.

4. Road Committee Update (12:20-:31)
• Guillaume Mistwalker discussed the results of the Road Committee's work and presented the list of the committee's final suggestions for Locus amoenus.
• Laura suggested Strada delle vigne and Decumano, LRA Lyubov confirmed the list.
• LRA Lyubov motioned to approve the list, Tanoujin seconded; motion passed unanimously (12:31)

5. Citizen Concerns (12:31-:43)
• Almut commented on a missing section about procedure in the elections. Dean Delia Lake responded that procedures will be posted and explained at each new date of the election season. Chancellor Rosie Gray pointed out the relevant laws, and both she and Tanoujin recommended greated a citizen's guide.

6. RA member concerns (12:43)
• There were no concerns.

7. Old Business (12:44-47)

Discussion of reform to LUC Act and new Transparent Region Development Act (12:44-:47)
• Brooke motioned to table discussion, Laura seconded; motion passed unanimously (12:47)

8. New Business (12:47-13:08)
• Chancellor Rosie Gray mentioned considering an update to General Covenant to require parcel setting, "Restrict gesture and object sounds to this parcel" for all non-natural sounds, allowing natural sounds such as animals and water movement. The chancellor also recommended a requirement that greeters be restricted to parcel boundaries.
• Laura commented that all sounds should be restricted to parcels. Brooke responded that natural sounds could not be, while public soundscape would not be restricted to public parcels. Laura responded.
• Moonrise raised the question of how visible draw distance interacts with sounds.
• Tanoujin asked Laura what sounds she had in mind.
• Lyubov motioned to refer the business to the forum, Laura seconded. Motion passed (13:08)

9. General Announcements (13:08-:16)

a. Events:
• 10 October – Monastery Grand Opening at 1200 SLT

b. Elections:
• 9 October – Qualification deadline to run for office
• 16 October – Qualification deadline to vote
• 21 October – Call for candidates

c. Meetings:
• 18 October – Land Use Commission meeting, 1200 SLT
• 24 October – Government Question Time, 0900 SLT
• 1 November – Scientific Council meeting, 0900 SLT

10. Next RA Meeting (13:16-:17)
• Lyubov motioned to have the next RA meeting be on Tuesday 20 October at 1200 SLT, Laura and Brooke seconded. Motion pssed unanmously (13:17)

11. Adjourn (13:17-:18)
• Lyubov motioned to adjourn, Brooke seconded. Motion passed unanmously (13:18)
