Present: LRA Lyubov Atheria, Brooke Brandenburg, Laura Azalee, Tanoujin Milestone, Chancellor Rosie Gray, Kyoko Furse-Barzane, Lilith Ivory

[12:00] Call to Order

1. Administrative Business

1.1 Review and approve the agenda
Lyubov Atheria motioned to approve, Brooke Brandenburg seconded; motion passed unanimously

2. Executive Report
Chancellor Rosie Gray reported she had been busy with organizing the Oktoberfest events Sept. 24 - Sept. 27

Thursday Sept 24, 2 - 3 pm slt: Noma Falta - live singer/musician
Friday, Sept. 25, noon - 2 pm slt: Pub craw with DJ Qt
Saturday Sept. 26, 2 - 3 pm slt: Mounted Parade followed by Big-Band with Colt Shostakovich
Sunday Sept. 27, 1 pm slt: Effinjay, folk duo

3. Land Use Commission Report (12:09-12:16)
Sudane explores possible Land Impact savings - replacement of waterfalls is almost complete - swim animations have been added to Friedsee Lake - Almut works on roadway to orphaned parcel in Monastery, wooden walkway needs replacement - forums proposal for the edge of Monastery Lake needed - Monastery Machinima posted - LUC might want to document the architectural development of the CDS - discussion on CDSL 21-01 Permanent Land Use Commission Act, next meeting: Sunday, October 4 at 12 pm SLT.

Rosie pointed out it was the prerogative of the chancellor to assign and approve public works.

4. MoCA Update
Kyoko reported she is working on concepts for next exhibit. Elle Thorkvald has donated 2 of her paintings to MoCA. Kyoko will donate some works from the Art Cafe collection to MoCa.

5. Road Committee Update
No report since Guillaume Mistwalker is absent. Lyubov reminded us to comment on the forums topic „Naming the Decumanus“ https://forums.slcds.info/viewtopic.php?f=8&t=9568

6. Citizen Concerns
There were no concerns.

7. RA member concerns
There were no concerns.

8. Old Business
Lyubov created the forum topic „Transparent Region Development Guidelines“, https://forums.slcds.info/viewtopic.php?f=1&t=9596 to address the issue of public notification and approval which occurs in the Civil Service Act as well as in the draft of the new Permanent Land Use Commission Act. She asks for review and comments until next meeting.

9. New Business
9.1 LUC Proposal: Lyubov moved for approval of the LUC Proposal: "Old Sluice" Roadway to a Remote Parcel at the Monastery Lake, as posted to http://forums.slcds.info/viewtopic.php?f=8&t=9580, Tanoujin seconded, motion passed unanimously. Brooke was asked to inform the LUC.

9.2 LUC Suggestion: Replace wooden walkway at Monastery Lake. Lyubov noted this requires a proposal posted to the forum.

9.3 Ask LUC to consider next area of primary focus: Lyubov moved for the LUC to be directed to create and publish a proposal by 31 October 2020 for a redevelopment project in one region of CDS with the greatest potential to have a positive impact on parcel sales and region occupancy. Brooke seconded, motion passed unanimously. Brooke was asked to inform the LUC.

9.4 CDS YouTube Channel: It was agreed that CDSL 23-03 Social Media Act addresses social media sites including YouTube, which falls under the Chancellor’s administrative responsibility and no further action is necessary by the RA. See https://cdsdemocracy.org/faqs/cdsl-23-0 ... media-act/

10. General Announcements
Oktoberfest Sept. 24 - Sept. 27
4 October SC meeting at 0800,
4 October LUC meeting at 1200
starting 9 October, new election cycle begins
24 October next Government Question Time.

11. Next Meeting
Lyubov moved for the next RA meeting being scheduled for Tuesday 6 October at 1200 SLT, Tanoujin seconded, motion passed unanimously.

Rosie asked about the status of the new Monastery building, Tan replied the building itself was finished, Sudane busy decorating and promised to check back with her and schedule a grand opening until next RA meeting.

12. Lyubov moved for adjournment. Motion passed unanimously. [13:02]
