[12:03] Guillaume Mistwalker: aye
[12:03] Almut Brunswick: Hello everybody
[12:03] Lyubov Atheria: Thank you, the minutes have been approved.
[12:03] Duskyrose Deir is offline.
[12:03] Lyubov Atheria: Next, *2. Executive Report
[12:03] Lyubov Atheria: Chancellor Rosie, you have the floor.
[12:03] Rosie Gray: thank you Madame LRA
[12:04] Rosie Gray: we had a really fun, well attended party this past Saturday
[12:04] Rosie Gray: next events I'm working on will be Oktoberfest
[12:05] Rosie Gray: which will 'hopefully' be a multi-day event
[12:05] Rosie Gray: but much depends upon availability of performers, etc.
[12:05] Rosie Gray: aiming for Sept. 25, 26, 27
[12:06] Rosie Gray: I think that's about it unless anyone has any questions?
[12:06] Guillaume Mistwalker: No questions here.
[12:06] Brooke Brandenburg: none from me
[12:06] Tanoujin Milestone shakes head
[12:06] Brooke Brandenburg: sounds good so far :)
[12:07] Lyubov Atheria: Thank you Chancellor. The Beach Party on Saturday was indeed great fun, thank you for organizing this, and thank you to our in-house DJQT as well! :D
[12:07] Rosie Gray: yes she hits just the right notes!
[12:07] Lyubov Atheria: If there are no further questions for the Chancellor, I would like to continue...
[12:08] Lyubov Atheria: The next agenda item is *3. Land Use Commission Report
[12:08] Lyubov Atheria: Brooke, would you like to give the LUC report now please?
[12:08] Brooke Brandenburg: Yes. Thanks Lyuba.
[12:08] Brooke Brandenburg: Before I copy/paste my report in chat, here is a link to the LUC meeting mintues:
[12:09] Brooke Brandenburg: http://forum.slcds.info/viewtopic.php?f ... 0e1ddbd906
[12:09] Brooke Brandenburg: they were posted a bit late :)
[12:09] Brooke Brandenburg: Old Business:

LA port area - suggestions & status - No alterations have been made as of the August 16 LUC meeting and no new suggestions were offered. Sudane is looking at ways to lower prims for the area.

Missing roadway near Monastery Lake - Almut shared a mockup of her proposed roadway with all present. It was agreed to postpone further discussion until the next meeting. Almut will put together a proposal to present to the RA.

Proposed changes to LUC Law & Civil Service Act - Ongoing discussion; Almut may add her thoughts to the current forum posts regarding law changes.
[12:10] Brooke Brandenburg: New Business:

Regions waterfalls status - Rosie and Delia have been at work on this project and new Skye waterfalls are in place in Alpine Meadow. The waterfalls look wonderful and are such a welcome change!

Road/path mesh project - Sudane has been in touch with Alex Bader of Studio Skye in regard to a mesh roadway that may be used for this project. As of now, this texture does not have season-change capabilities, but it is hoped that such a product will soon be made available.

Friedsee Lake - Water textures are being looked at, with the general consensus being that, while Skye has the best ones, using them would dramatically increase prims. Friedsee Lake is at an elevation such that we cannot make use of swimmable Linden water. The current textures do have a swimmable component added, but newer ones have been studied along with the possibility of adding 'water toys' to the lake, such as a boat rezzer or buoys that give the ability to swim.
[12:10] Rosie Gray: c
[12:10] Brooke Brandenburg: yes?
[12:10] Rosie Gray: a comment on the Minutes, before you vote on them
[12:11] Brooke Brandenburg: I am not quite finished.
[12:11] Rosie Gray nods
[12:11] Brooke Brandenburg: but go ahead please
[12:11] Brooke Brandenburg: if I can do that?
[12:11] Brooke Brandenburg: :)
[12:11] Rosie Gray: well you can finish first ㋡
[12:11] Brooke Brandenburg: okies
[12:11] Brooke Brandenburg: one more topic
[12:11] Brooke Brandenburg: Miscellaneous:

The Monastery is soon to be replaced with a new build which Sudane has been creating. The current building contains prims owned by different people, so it cannot be physically archived. It has been suggested that creating a machinima to document the building might be the best solution. Almut and Tan will work together on creating the machinima.
[12:12] Brooke Brandenburg: done
[12:12] Lyubov Atheria: Thank you Brooke. Rosie, you have a comment for Brooke?
[12:12] Rosie Gray: well more for the Minutes
[12:12] Rosie Gray: because I see that in point 4
[12:12] Rosie Gray: item II.
[12:12] Rosie Gray: it says that all buildings on LA are anchored
[12:12] Rosie Gray: this is incorrect
[12:13] Rosie Gray: not all buildings are anchored
[12:13] Rosie Gray: only the ones along the harbour/village are
[12:13] Rosie Gray: just wanted to point that out
[12:13] Lyubov Atheria: Yes, not All buildings, only the "fishing village" area
[12:13] Laura Azalee: c
[12:13] Rosie Gray: yes
[12:13] Lyubov Atheria: Thank you for this Rosie.
[12:13] Lyubov Atheria: Yes Laura?
[12:13] Rosie Gray: welcome
[12:13] Laura Azalee: about the lake...
[12:15] Laura Azalee: Kyoko came up with a fun idea some days ago after seeing my swimming deck at LA - we could place one there as "swimming club" - the animations are really good
[12:15] Laura Azalee: Friedsee swimming club or something
[12:15] Laura Azalee: done
[12:16] Lyubov Atheria: Thank you Laura.
[12:16] Lyubov Atheria: Are there any comments or questions for Brooke about the LUC before we continue?
[12:16] Lyubov Atheria: I hear none. Thank you Brooke for your report.
[12:16] Brooke Brandenburg: Most welcome :)
[12:16] Lyubov Atheria: Next,
*4. Road Committee Update
[12:17] Lyubov Atheria: Gaius, would you like to give us an update please?
[12:17] Guillaume Mistwalker: Thank you, Mme LRA.
[12:17] Guillaume Mistwalker: The Road Committee met last Thursday to discuss the final road names for Locus Amoenus.
[12:18] Guillaume Mistwalker: We are waiting on public input about one final road in LA, the continuation of the Decumanus in Colonia Nova.
[12:18] Guillaume Mistwalker: http://forums.slcds.info/viewtopic.php?f=8&t=9568
[12:18] Guillaume Mistwalker: I still welcome comment there. ㋡
[12:18] Guillaume Mistwalker: Laura Azalee graciously translated the last few names we had recommended.
[12:19] Guillaume Mistwalker: Thank you, Laura.
[12:19] Laura Azalee: np
[12:19] Guillaume Mistwalker: We will meet again on Thursday to talk about the last three names, for Colonia Nova.
[12:19] Guillaume Mistwalker: Interestingly, we have suggestions for names in Greek!
[12:19] Laura Azalee: c
[12:19] Guillaume Mistwalker: So I look forward to discussing those suggestions.
[12:20] Guillaume Mistwalker: Done.
[12:20] Lyubov Atheria: Thank you Gaius, great work, and thank you so much Laura for your expert help as well!
[12:20] Lyubov Atheria: Laura, you have a comment please?
[12:21] Laura Azalee: yes - I cant help with Greek of course - good luck with that - but if you have more Italian names you want, just send me the English name and ill translate... please, please, do not use google!
[12:21] Laura Azalee: done
[12:21] Lyubov Atheria: Excellent advice Laura! :D
[12:22] Lyubov Atheria: Our next agenda item is *5. Citizen Concerns
[12:22] Rosie Gray laughs quietly
[12:22] Laura Azalee: :D
[12:22] Lyubov Atheria: Would any Citizen like to share something at this time?
[12:22] Lyubov Atheria: I hear none, thank you.
[12:22] Lyubov Atheria: Next, *6. RA member concerns
[12:22] Lyubov Atheria: Would any RA member like to share something at this time?
[12:23] Tanoujin Milestone: yes
[12:23] Lyubov Atheria: Please, Tan?
[12:24] Tanoujin Milestone: Sudane and me would like the RA to have a look at the new monastery build. I will share the landmark to the RA members afterwards. I know it is not necessary the RA approves the built, but If you see any problem or have a comment after looking at it, please go ahead. Done
[12:25] Lyubov Atheria: Thank you Tan! How exciting! What I have seen so far looks impressive! I do hope that all RA members take a moment to visit it.
[12:25] Laura Azalee: sure will
[12:26] Lyubov Atheria: Are there any additional RA member comments before we continue?
[12:26] Lyubov Atheria: I hear none.
[12:26] Lyubov Atheria: Next, *7. Old Business
[12:26] Lyubov Atheria: We have a number of items to discuss today.
[12:26] Lyubov Atheria: At our last meeting, we discussed an update to the Friedsee covenant.
[12:26] Lyubov Atheria: The draft was posted immediately after our meeting and after some comments on the forum, an updated draft was posted.
[12:27] Lyubov Atheria: One addition, was the Chancellor's suggestion that the maximum building height be reduced from 20m to 15m
[12:27] Lyubov Atheria: The other changes were formatting and simplification.
[12:27] Lyubov Atheria: The most recent draft is contained in this post, http://forums.slcds.info/viewtopic.php?f=8&t=9568
[12:28] Lyubov Atheria: The Chancellor did note, that there is only one current building that exceeds 15m.
[12:28] Tanoujin Milestone: oh?
[12:28] Lyubov Atheria: I am sure if asked, the Chancellor would be able to grant a variance.
[12:28] Laura Azalee: is there?
[12:28] Lyubov Atheria: Rosie, could you comment on this please?
[12:28] Rosie Gray: sure
[12:28] Rosie Gray: only Tan's house is a bit taller at about 18m
[12:28] Tanoujin Milestone: :)
[12:29] Rosie Gray: and of course any existing building would be grandfathered
[12:29] Rosie Gray: all of the other buildings fit well within the 15m
[12:29] Laura Azalee: grabs a hammer...
[12:29] Rosie Gray: most are around 12m
[12:29] Brooke Brandenburg: haha
[12:29] Laura Azalee: and looks at Tan with an evil grin
[12:29] Rosie Gray: lol
[12:29] Tanoujin Milestone hides under their seat
[12:30] Brooke Brandenburg: better go defend your house!
[12:30] Lyubov Atheria: :)
[12:30] Laura Azalee: LOL
[12:30] Rosie Gray: so I think that given the rural feel and mostly smaller parcels, that 15m is plenty
[12:30] Rosie Gray: and if anyone wants to put up a church spire or something, they can ask for a variance
[12:30] Rosie Gray: done
[12:30] Lyubov Atheria: I agree that 15m is plenty tall for the region.
[12:30] Lyubov Atheria: Thank you Chancellor.
[12:31] Lyubov Atheria: I motion to approve the updated Friedsee covenant as posted to http://forums.slcds.info/viewtopic.php?p=49783#p49783
[12:31] Brooke Brandenburg: second
[12:31] Guillaume Mistwalker: second
[12:31] Brooke Brandenburg: :)
[12:31] Lyubov Atheria: Thank you.
[12:31] Lyubov Atheria: Are there any comments or questions before we proceed to a vote?
[12:31] Guillaume Mistwalker: None here.
[12:31] Brooke Brandenburg: none for me
[12:31] Lyubov Atheria: Tan?
[12:32] Laura Azalee: nope
[12:32] Tanoujin Milestone: no, thanks
[12:32] Lyubov Atheria: Thank you.
[12:32] Lyubov Atheria: Please vote to approve the updated Friedsee covenant as posted to http://forums.slcds.info/viewtopic.php?p=49783#p49783
[12:32] Lyubov Atheria: Aye
[12:32] Brooke Brandenburg: aye
[12:32] Tanoujin Milestone: aye
[12:32] Laura Azalee: aye
[12:32] Guillaume Mistwalker: aye
[12:32] Lyubov Atheria: Thank you, the motion carries.
[12:33] Lyubov Atheria: The next agenda item concerns a policy for CDS regarding EEP, the Linden Lab "Environmental Enhancement Project"/
[12:33] Lyubov Atheria: We had some concerns about how this feature may work and how it may impact CDS.
[12:34] Lyubov Atheria: In the open forum discussion, I shared my experience with it, using the LL viewer, http://forums.slcds.info/viewtopic.php?f=8&t=9535
[12:34] Lyubov Atheria: At this time, I feel that CDS does not require a formal policy.
[12:35] Lyubov Atheria: We will see more once Firestorm releases the feature on their viewer, while it remains on a Beta viewer right now.
[12:35] Lyubov Atheria: Once it is more widely used on FS, we can see how it works and how people choose to implement it.
[12:35] Lyubov Atheria: In my testing, I found that it was very easy to turn on or off, and crossing parcels with the feature "on" did not disturb me.
[12:35] Lyubov Atheria: Has anyone else had the opportunity to test EEP?
[12:36] Tanoujin Milestone: i had an accounter. It seems you are right and I agree
[12:36] Tanoujin Milestone: *encounter
[12:36] Lyubov Atheria: Thank you Tan.
[12:36] Laura Azalee: no I havent
[12:37] Brooke Brandenburg: nor have I
[12:37] Lyubov Atheria: Therefore, I suggest for now, that a policy for CDS remain in the "let us continue to monitor" phase, and we can adjust and create a formal policy at a future time, if needed.
[12:37] Lyubov Atheria: Do we agree?
[12:37] Guillaume Mistwalker: aye
[12:37] Laura Azalee: yes
[12:37] Brooke Brandenburg: Yes, that's wise.
[12:37] Tanoujin Milestone: way to go
[12:37] Brooke Brandenburg: Please excuse me all...must go now.
[12:37] Lyubov Atheria: Thank you, so we will continue to monitor EEP for now.
[12:38] Guillaume Mistwalker: Bye Brooke!
[12:38] Tanoujin Milestone: good bye Brooke
[12:38] Rosie Gray: bye Brooke ㋡
[12:38] Brooke Brandenburg: bye all
[12:38] Laura Azalee: take care Brooke!
[12:38] Almut Brunswick: Bye Brooke
[12:38] Lyubov Atheria: The next agenda item 7.3 concerns the LUC Act.
[12:38] Lyubov Atheria: I have a couple of items that I hope we might discuss today.
[12:39] Lyubov Atheria: In the forum discussion, I suggested that the public posting period of 14 days be reduced.
[12:39] Lyubov Atheria: I suggested 7 days, Rosie suggested perhaps a middle ground of 10 days.
[12:39] Lyubov Atheria: Does anyone have any opinions or feelings about this?
[12:39] Laura Azalee: 10 seems fine
[12:40] Almut Brunswick: Keep it simple and leave it on 14 days.
[12:40] Lyubov Atheria: I hope that we can find a better balance, of adequate public notification, but also not hinder progress while waiting weeks between decisions.
[12:40] Guillaume Mistwalker: I agree with 7 days.
[12:41] Lyubov Atheria: I am afraid that 14 days often means we must wait a month between a suggestion, posting, action...
[12:41] Lyubov Atheria: Thank you. This is one change we will consider.
[12:41] Guillaume Mistwalker nods
[12:41] Tanoujin Milestone: q
[12:41] Lyubov Atheria: Tan also noted in the discussion...
[12:41] Lyubov Atheria: Yes Tan?
[12:42] Tanoujin Milestone: do not forget to update the notification period in the public servant act at the same time
[12:42] Tanoujin Milestone: done
[12:42] Tanoujin Milestone: r
[12:42] Lyubov Atheria: Exactly! Yes Tan...
[12:43] Lyubov Atheria: This notification applies to both the LUC Act process and also any other public servant, such as the Chancellor and their delegates, so it will also need to be in another location (the regulation needs to be in 2 places).
[12:43] Lyubov Atheria: This brings me to the second item I wish to raise today.
[12:44] Lyubov Atheria: At Saturday's GQT meeting, Mizou raised the question, in response to Tan's post, about the Chancellor's responsibilities regarding public projects and notification.
[12:44] Lyubov Atheria: I will make a separate Forum post concerning this.
[12:45] Lyubov Atheria: I would like us to discuss, in which areas may the Chancellor act without following a formal process, and in which areas is a formal process required, and what exactly that process is.
[12:45] Lyubov Atheria: Do any RA members have any immediate thoughts about this?
[12:46] Laura Azalee: shakes head
[12:46] Tanoujin Milestone: I want to see some official documentation at least ;)
[12:46] Almut Brunswick raises hand
[12:46] Guillaume Mistwalker: None immediate ones. I need to review what the law specifies.
[12:46] Lyubov Atheria: Currently, the Chancellor is free to make seasonal foliage changes and region terrain textures without requiring any notification.
[12:46] Lyubov Atheria: There have been many grey areas in the past that we should address.
[12:46] Guillaume Mistwalker: c
[12:47] Almut Brunswick: c
[12:47] Lyubov Atheria: It is probably reasonable for the Chancellor to change street furniture (for example, the chairs outside on the Rhenus Dock).
[12:47] Lyubov Atheria: Yes Gaius?
[12:47] Guillaume Mistwalker: Almut raised her hand before me, so I yield to her. ㋡
[12:48] Almut Brunswick: No, Gaius, go on please
[12:48] Guillaume Mistwalker: Ok
[12:48] Lyubov Atheria: I was asking RA members first, please Gaius.
[12:49] Guillaume Mistwalker: I was just going to comment that I think it makes sense that ephemeral changes such as these are the power of the Chancellor to do without public notice.
[12:49] Guillaume Mistwalker: When season change, there is already some notice, anyway, since we have our "weather reports."
[12:49] Lyubov Atheria: Yes, I think this is the current understanding. It is something we need to draft into a more formal and written document.
[12:49] Laura Azalee: those are so cute :D
[12:50] Guillaume Mistwalker: But when it comes to changes that have no foreseeable change, there should be public notice and input. (Such as with changing textures on roads or waterfalls)
[12:50] Guillaume Mistwalker: Done
[12:50] Lyubov Atheria: The Chancellor also might take on a larger project, such as updating the Praetorium building.
[12:50] Guillaume Mistwalker: Agrees
[12:50] Lyubov Atheria: Thank you Gaius.
[12:50] Guillaume Mistwalker: *Agreed
[12:50] Lyubov Atheria: Almut, you have a comment as well?
[12:51] Almut Brunswick: Yes, about this regulation in the two acts
[12:51] Almut Brunswick: It should not be part of two laws
[12:51] Almut Brunswick: instead, use a reference
[12:51] Lyubov Atheria: So, please look for this forum topic. We do need to think carefully about which areas may the Chancellor act, which areas should go through the LUC process, and which changes require no public notification process versus those that do.
[12:52] Almut Brunswick: because as soon as you need to change it in one place, you would need to do it in the other place as well
[12:52] Lyubov Atheria: Thank you Almut.
[12:52] Almut Brunswick: done
[12:52] Tanoujin Milestone: c
[12:52] Lyubov Atheria: Please Tan?
[12:53] Tanoujin Milestone: we could include the notification regulation in a transparency act
[12:53] Tanoujin Milestone: done
[12:53] Tanoujin Milestone: r
[12:53] Guillaume Mistwalker: r
[12:53] Lyubov Atheria: Yes, I am thinking that a separate "Transparency Act" may be the clearest way to do this.
[12:53] Lyubov Atheria: Chancellor, do you have any thoughts you would like us to consider?
[12:54] Rosie Gray: well
[12:54] Rosie Gray: I will likely comment on the forum when specifics are discussed
[12:54] Rosie Gray: generally speaking, I absolutely agree that this all needs clarification
[12:54] Rosie Gray: right now it's as clear as mud
[12:56] Rosie Gray: I would echo ex-Chancellor Kyoko's comment about the need for the Chancellor to have some leeway without having to get approval, but I also recognize that sometimes permanent 'big' changes have been made without any prior discussion by various Chancellors, and that's not always been met with approval by many people
[12:56] Laura Azalee: lol
[12:56] Guillaume Mistwalker: c
[12:56] Rosie Gray: ㋡
[12:57] Lyubov Atheria: :)
[12:57] Lyubov Atheria: Yes, we don't want to create new obstacles to progress, but we do want the process to be clarified.
[12:57] Rosie Gray: as someone who has seen more than two sides of this, I am very happy to see the RA addressing this issue.
[12:57] Rosie Gray: done
[12:57] Lyubov Atheria: Thank you Chancellor.
[12:57] Lyubov Atheria: Gaius, you have a comment?
[12:57] Guillaume Mistwalker: Yes, apologies.
[12:58] Guillaume Mistwalker: I agree with the Chancellor that the Chancellor needs some leeway, but perhaps we can include in the law a form of petition against changes.
[12:58] Guillaume Mistwalker: Done.
[12:59] Lyubov Atheria: Yes, we will need to think through, what exactly this process should be. Thank you Gaius.
[12:59] Guillaume Mistwalker recalls something such as this happening on Guernsey.
[12:59] Lyubov Atheria: So, I will do my best to post this additional forum topic today.
[12:59] Lyubov Atheria: Are there any further general comments or questions about this, before we continue to the next agenda item?
[12:59] Tanoujin Milestone: yes
[13:00] Lyubov Atheria: Please, Tan.
[13:00] Guillaume Mistwalker: https://en.wikipedia.org/wiki/Clameur_de_haro
[13:00] Tanoujin Milestone: I move to fix the notification period in the Public servant act and the LUC act to 10 days until we have a new regulation
[13:01] Guillaume Mistwalker: second
[13:01] Lyubov Atheria: Thank you Tan, this is a very good suggestion and something that we can in fact do today :)
[13:01] Tanoujin Milestone: I will update the draft then ;)
[13:02] Almut Brunswick: then I need to hurry up to create my draft :D
[13:02] Lyubov Atheria: Are you also suggesting that the relevant section in https://cdsdemocracy.org/faqs/nl-5-7-civil-service-act/ be updated today?
[13:02] Tanoujin Milestone: it is 10 days at minimum, Almut - you can always count on our memory shortage
[13:03] Almut Brunswick: lol ok
[13:03] Lyubov Atheria: This is the relevant passage, "D. Transparent Region Development Guidelines

Permanent changes to public land, outside of the seasonal tree and ground texture changes and official CDS temporary structures for events, have to be announced in the forums and allow a comment period of 2 weeks, to make sure the interests of neighboring parcel owners are taken into account. Public spaces have to be developed in accordance with policy and changes need to be subject to public comment and review."
[13:03] Lyubov Atheria: Tan, are you suggesting that we change "comment period of 2 weeks" to "comment period of 10 days"?
[13:04] Tanoujin Milestone: exactly
[13:04] Lyubov Atheria: Allow me to amend the motion on the table to state this explicitly.
[13:04] Tanoujin Milestone: very welcome and thank you
[13:05] Tanoujin Milestone: ( I am tired today, t for giving me a hand)
[13:05] Tanoujin Milestone: I withdraw my motion
[13:05] Lyubov Atheria: Thank you Tan.
[13:06] Lyubov Atheria: Motion to amend NL 5-7 Civil Service Act, section D. Transparent Region Development Guidelines, to state "Permanent changes to public land, outside of the seasonal tree and ground texture changes and official CDS temporary structures for events, have to be announced in the forums and allow a comment period of 10 days, to make sure the interests of neighboring parcel owners are taken into account. Public spaces have to be developed in accordance with policy and changes need to be subject to public comment and review."
[13:07] Guillaume Mistwalker: second
[13:07] Tanoujin Milestone watches Lyubov lifting a millstone with pure brain power
[13:07] Lyubov Atheria: Thank you Gaius.
[13:07] Rosie Gray: :D
[13:07] Lyubov Atheria: Thank you Tan! :D
[13:07] Lyubov Atheria: Please vote, to amend NL 5-7 Civil Service Act, section D.
[13:07] Lyubov Atheria: Aye
[13:07] Tanoujin Milestone: aye
[13:07] Guillaume Mistwalker: aye
[13:07] Laura Azalee: aye
