Minutes - 25 August 2020 RA Meeting

Present: LRA Lyubov Atheria, LRA pro tempore Tanoujin Milestone, Archivist Guillaume Mistwalker, Laura Azalee, Brooke Brandenburg; Chancellor Rosie Gray; CDS Citizens

1. Administrative Business (12:00-:03)

1.1 Review and approve the agenda (12:00-:02)
• Guillaume Mistwalker motioned to approve, Brooke Brandenburg and Laura Azalee seconded; motion passed unanimously (12:02)

1.2 Review and approve the minutes 11-August-2020 (12:02-:03)
• Lyubov Atheria motioned to approve, Brooke Brandenburg seconded; motion passed unanimously (12:03)

2. Executive Report (12:03-12:07)
• Chancellor Rosie Gray reported on the Beach Party on 22 August, and that she will now turn to working on Oktoberfest festivities (proposed: 25-27 September)

3. Land Use Commission Report (12:08-:16)
• Brooke Brandenburg reported on the LUC's work on the LA port, a missing roadway near Monastery Lake, and the proposed changes to the LUC Law & Civil Service Act.
• Work is progressing on waterfalls throughout the regions, and Sudane has been in contact with Studio Skye about season-change capabilities. Water textures on the Friedsee are being looked into.
• Sudane will soon replace the existing Monastery, which is not able to be archived.
• Chancellor Rosie Gray commented that only the LA Fishing Village is "anchored" so that the buildings do not count toward private lots.
• Laura Azalee commented that the Monastery Lake could see a replaced swimming deck.

4. Road Committee Update (12:16-:21)
• Guillaume reported that all but one name are finalised for Locus Amoenus, and that there will be a meeting to decide the last names for roads in Colonia Nova.
• Laura Azalee commented that people should not use Google Translate.

5. Citizen Concerns (12:22)
• There were no concerns.

6. RA member concerns (12:22-:26)
• Tanoujin Milestone commented that they and Sudane would like to ask the RA to look at the new Monastery build.

7. Old Business (12:26-13:07)

7.1 Update to Friedsee covenant (12:26-:32)
• There was public comment on the covenant draft, and the Chancellor recommended lowering the height limit from 20m to 15m.
• Lyubov Atheria motioned to approve the updated covenant, Brooke Brandenburg seconded; motion passed unanimously (12:32)

7.2 Proposal to create an environment policy (EEP) posted 11 July (12:33-:38)
• There have been many concerns about this new feature. Lyubov commented that she did not thing there was need for a policy just yet. Tanoujin agreed.
• Lyubov suggested that the RA should continue to monitor the developments with the EEP.

7.3 Discussion of reform to CDSL 21-01 Permanent Land Use Commission Act (12:38-13:08)
• Lyubov Atheria suggested that the public comment period should be reduced from 14 to 7 days; Chancellor Rosie suggested 10. Tanoujin mentioned that notification period must be updated in the NL 5-7 Civil Service Act.
• Mizou made a commend at Saturday's Government Question Hour about the Chancellor's responsibilities concerning formal process and not. (E.g., seasonal changes do not need any public notification)
• Guillaume Mistwalker commented that the Chancellor should be able to make ephemeral changes without public notice or comment, while changes without a foreseeable end-date should require it. Almut Brunswick commented that these laws should be consolidated and reference made one place or another, to which Tanoujin added that the regulation can be added to a "transparency act."
• Rosie Gray commended that she will post on the forum, that the situation needs clarification, and some chancellors in the past have made controversial larger changes with out public input. Guillaume added that a process should be added to the law, like the Clameur de haro.
• Tanoujin Milestone moved to fix the notification period in NL 5-7 Civil Service Act, Guillaume Mistwalker seconded; motion withdrawn (13:05)
• Lyubov Atheria moved to fix the notification period in §D of NL 5-7 Civil Service Act, Guillaume Mistwalker seconded; motion passed unanimously (13:07)

8. New Business (13:08)
• There is no new business.

9. General Announcements (13:09-:12)
• “What Will the Children Say”, Curated by Delia Lake and “War”, Invited Exhibition by June Clavenham through 30 August 2020.
• 30 August – Land Use Commission, 1200 SLT
• 13 September – Scientific Council, 0800 SLT
• 26 September – Government Question Time, 0900 SLT
• Chancellor Rosie Gray asked for help for Oktoberfest celebrations

10. Next Meeting (13:12-13)
• Lyubov Atheria motioned to meet next on Tuesday 8 September at 1200 SLT, Guillaume Mistwalker seconded; motion passed unanimously (13:13)
