Friedsee Covenant Update

As a consequence of recent improvements to the Friedsee region (see http://forums.slcds.info/viewtopic.php?f=8&t=9523), the Friedsee covenant needs to be updated (see https://cdsdemocracy.org/cds-themes/friedsee/). In particular, the island in the center of the lake now contains a private parcel. While reviewing the text of the covenant, it was found that the section numbering system also needs to be updated to better reflect the current content. A proposed draft Friedsee Covenant is below, removing section "D. Public Buildings, Structures and Lands" and updating the numbering.

Friedsee Covenant

Friedsee is an alpine, Central-European, rural themed region featuring a rustic 1920’s era airport and public lake with an island. Buildings in this region resemble styles of alpine Europe and should aim to link visually with the styles of Monastery and Neufreistadt. The time period is indeterminate.

A) Zones and Typologies:

Zone C: (Cottages and cabins)

1. External walls of cottages or cabins will look like the natural materials in use in alpine Central Europe
2. Private plots are residential only. Commercial activity is prohibited.
3. To ensure rural character of the region, 4% of prim allowance must be spent on theme appropriate landscaping.

Zone P: (Airfield)

1. The airfield is unpaved in keeping with the rustic look of the region
2. Adjacent to the airfield is a small, public rezzing area for planes
3. Any buildings on the airfield parcel will be public and resemble those in use by rural airfields of the 1920s
4. The airfield is recreational and not for residential or commercial use.

B) Buildings in all zones:

1. Maximum height 20m.
2. All buildings must be in a alpine, middle-European style.

This looks fine, but we could simplify it even more by moving the height restriction up to zone C, since it covers all private parcels.

Thinking about this height restriction, the 20m is also a leftover from ancient times, and perhaps we might consider lowering the maximum to 15m. There would always be the option to petition for a variance for special circumstances. I have measured the existing buildings in Friedsee and they all fall within 15m except for Tan's which is about 18m. Obviously, existing buildings would be grandfathered. What is everyone's opinion on this?

I would like to see reduced building heights. A rural region featuring rustic 1920’s era themes of cottages and cabins does not need 20m tall buildings. A 15m limit with variances for existing builds exceeding that height is appropriate.

my first thought also was to reduce the max building limit to 15 meters as long as exceptions are possible.
BUT
I could imagine little castle like buildings (with a little tower peraps) or even a tree house especially in the highter regions of FS where we have a few bigger parcels. As we are not in much danger that houses in FS block eachothers view I would prefer to leave the max high with 20m as it is more easy to deal with than having to explain grandfathered builds and exceptions :)

This is why we have the Variance process. Rather than the “norm” of 20m tall structures, 15m is allowed. Future proposed builds deviating from this norm may request a variance from the Chancellor. It is better to require a 16m tall church spire to request a variance than for a 19m tall block to not.

Second draft of Friedsee convenant, reducing building height to 15m and removing Section B. The introduction to the covenant already states that the region is Alpine and Central European; the only privately-owned structures are in Zone C, so the building height restriction can be placed there.

I would still like to see somewhere that existing builds are grandfathered and exceptions can be made :)
