Proposed: Updated Covenant Alpine Meadow

Because of the latest project to update the terraforming and some reparcelling of Alpine Meadow that the LUC undertook with approval from the Chancellor, I propose to update the covenant to match adjusted expectations.

Current covenant:

ALPINE MEADOW SPECIFIC COVENANT

Alpine Meadow: rural, alpine theme indeterminate time period.
1. All building styles to resemble traditional alpine Europe.
2. Primarily residential, plus builds related to cultural, artistic and neighborhood organizations.
3. No commercial functions permitted.
4. AM is a double-prim region, e.g., a 512 m2 parcel is allocated 234 prims.
5. Building exteriors shall use pre-industrial materials:
a. Structural elements: stone, brick or wood
b. Roofing elements: wood, slate or terracotta shingles or thatch.
c. Exterior flooring elements: brick, ceramic, stone or wood.
d. Wall elements: stone, brick, wood or stucco.
e. Door and window elements: wood or metals, raw or painted.
f. Large panes of glass must be partitioned by appropriate framing.

Zones and Typologies

Zone H (Hamlet)
1. Located adjacent to Colonia Nova.
2. Structures can incorporate classical elements such as columns, entablatures and pediments to allow for a visual transition to Colonia Nova.

Zone S (Mid-Slope)

Zone T (Top-Slope)
1. Located near the border of Neufreistadt.
2. Structures should link visually with the medieval styles of Neufreistadt.

Zone C (Commons)
1. All public land and structures in Alpine Meadows.
2. Zone C is directly administered by the Executive Branch of the CDS.

Parcels A and B.
Structures
1. Maximum height 26 m.
2. Must be at least 4 m distant from adjoining parcels.
3. “A” plots may feature a château.

Landscaping
1. 40% open area for ground-level garden or woods.
2. Minimum of 3 trees per 512 m2 of plot area.
3. Gardens and woods may feature small builds such as gazebos.

Parcels C. Structures
1. Maximum height 20 m.
2. Must be at least 4 m distant from parcel borders.

Plots D
1. External appearance of the pre-fab buildings in the D plots is fixed and must not be altered.

These covenants were approved July 4, 2015 by the RA.

Is there a map showing Plots A-D, so we can better visualize exactly which spaces we are discussing?

For comparison, the CN covenant states,

Zone R (Prim Plots, riverfront plots, and those bordering Alpine Meadow)

3. Structures may be no taller than 12m high. Variances may be approved by the Chancellor for unique circumstances.
4. Buildings must have a 5 m distance from adjoining parcels
5. Minimum of 3 trees per 512m2 of plot area.

Is the height of 20m for A and B still too high and 4m build distance to the neighboring parcel too close? Similar questions for a proposed 15m height for Parcel C.

Does "40% open area for ground-level garden or woods." only apply to A and B? I do like this open area requirement and this may alleviate concerns about maximum height.

I like the description for D plots.

Note: The prims in AM are now fully double that listed in the current covenant. The covenant states, "4. AM is a double-prim region, e.g., a 512 m2 parcel is allocated 234 prims.". Alpine Meadow (as well as Locus Amoenus) now offer 468 LI on a 512 sqm parcel.

Thanks for your comments, Lyubov.

There is no map of the parcels. It's best to just go and have a look for yourself; not difficult to see them, especially the new parcels as they are unoccupied.

A and B parcels are large, and 20m high was the existing restriction. I'm not sure if it should be lowered or not - I would like opinions on that. The other heights are arbitrary heights that I came up with after putting sample height prims on the parcels. I do think that we need maximum height restrictions so that we don't end up with inappropriate buildings.

Great point about the prims/parcel description. That will have to be updated.

The reason I didn't think it necessary to specify distance from the edge of parcels, is because there is common-land space between these new parcels so my thought was that someone may want to put a house in the corner of the parcel and use the rest for their garden. None of them are butting up against each other. However, I didn't think about the existing occupied parcels so we should have a look at those.

b. Roofing elements: wood, slate or terracotta shingles or thatch.
c. Exterior flooring elements: brick, ceramic, stone or wood.
d. Wall elements: stone, brick, wood or stucco.
e. Door and window elements: wood or metals, raw or painted.
f. Large panes of glass must be partitioned by appropriate framing.
