Sixth RA Meeting of the 36th Term
Saturday, March 5, 2022, 12:00 PM SL

1. Administrative Business
1.1 Approval of the Agenda

1.2 Review and approval of the Minutes of the Fifth RA Meeting of the 36th Term, Feb. 19, 2022

2. Executive Report
Chancellor Tor Karlsvalt informed the Assembly of the new Casperlet rental kiosk in Rathaus, and the new Casperlet vendors in the PIO office, allowing residents to easily shop for, review and pay for their parcels. He has recently highlighted the Stella Marina district on the SL Land Forum and encouraged citizens to support the post. As first announced on the CDS Forum on Feb 28, Tor welcomed Ryonen Moon to his executive team as a new Estate Manager. And regarding the Linden Lab sales tax announcement, after consideration the Chancellor feels he must recommend a tier increase. Following a question regarding the current membership of the Estate Management team, citizens in attendance reminded the Assembly of the list of Estate Managers on the CDS homepage, the Executive Branch Announcements in the forum and the online status boards in Neufreistadt and Colonia Nova. Tor agreed to also use an inworld Group notice in the future, and it was suggested this is also added to the new Guide for New Citizens.

3. Land-Use Commission Report
The Commission had discussed renovating and updating caves and underground areas, and teleport landing points. Cathy agreed to ask at the next meeting whether future renovation plans will have any financial implications, given the Linden Labs tax announcement.

4. Old Business
4.1 Call for a MoCa Curator
Members reported no further contact with Gian since the last Representative Assembly meeting, but these efforts will continue, especially when considering the popularity of the Museum of Contemporary Art within the Forever Tourist Passport scheme, and the impact it may make within the Eduland/VWEC project.

4.2 Constitution Review Article III, Sections 1 and 2, and CDSL 16-07 Scientific Council Affirmation Procedures Act to bring them into Alignment
The Assembly acknowledged the Scientific Council's draft revision of Article III and continues to develop its response, alongside proposals to refine and update other aspects of the Constitution.

4.3. Eduland Project Status Report
Kyoko updated the Assembly with a summary of the current status of the Eduland/VWEC project, including news of a 'soft opening' of the Welcome sim in mid March, in time for the VWBPE Conference. She recommended that the project's Move Request form be submitted sooner rather than later. Members engaged in a lively discussion on how best to inform the wider citizenry, ahead of a referendum. A form of words for a notecard was suggested, and the Assembly agreed that if Kyoko refines the text as appropriate and secures the Chancellor's approval, this should be sent to all citizens directly as an instant message.

4.4 CDS New Citizen Guide
The LRA welcomed the progress made with the guide. It was agreed that a Get Help section referencing the Estate Managers will be added. The Chancellor approved its publication on the CDS website, will ask Estate Managers to offer it to new citizens and will investigate whether it can be included in tier boxes.

6. Citizen Concerns
Citizens in attendance raised concerns with the recent use of CDS group chat to seemingly criticise and/or correct an Estate Manager, rather than discussing the matter with the Chancellor directly, in a more appropriate, less public manner.

7. RA Member Concerns
7.1 Appointment and Public Introduction of new Estate Managers by the Chancellor
This item was considered to be sufficiently covered earlier in the meeting.
