[2020/02/11 12:10] Rosie Gray: since our Chancellor can't be here during the week
[2020/02/11 12:10] Rosie Gray: she has sent a report
[2020/02/11 12:10] Rosie Gray: did you all receive it?
[2020/02/11 12:10] Tanoujin Milestone: i did
[2020/02/11 12:10] Richie Deschanel: yes
[2020/02/11 12:10] Kyoko Furse-Barzane (samara.barzane): yes
[2020/02/11 12:10] Rosie Gray: aah, here is Lyubov arriving
[2020/02/11 12:11] Kyoko Furse-Barzane (samara.barzane): heeeeeeeeeeeeeere she comes
[2020/02/11 12:11] Lyubov (20180414): i'm so sorry.
[2020/02/11 12:11] Tanoujin Milestone: hehehe
[2020/02/11 12:11] Richie Deschanel: Welcome Lyubov
[2020/02/11 12:11] Rosie Gray: we can wait while you assemble yourself my dear
[2020/02/11 12:11] Tanoujin Milestone: i hope you are well, Lyubov
[2020/02/11 12:11] Lyubov (20180414): are we ready to begin?
[2020/02/11 12:11] Rosie Gray: we have already begun
[2020/02/11 12:11] Rosie Gray: and have just arrived at Executive Report
[2020/02/11 12:12] Rosie Gray: I now hand over the meeting to the LRA
[2020/02/11 12:12] Richie Deschanel: agenda and minutes approved
[2020/02/11 12:12] Lyubov (20180414): Thank you. Chancellor Emilia has prepared an Executive Report for us. I will read it now into the record.
[2020/02/11 12:13] Lyubov (20180414): Thank you for the opportunity to give an Executive report to RA, which I would like to take this opportunity.
[2020/02/11 12:13] Lyubov (20180414): We have just had a Valentine event at The Thermae this past Sunday, which was well attended. Han was able to produce DJ Bloodwolf to fill in at the last moment, and that was much appreciated and enjoyed. The teamwork exemplified the "can do" attitude and flexibility that serves us well. I hope to soon be reviewing any plans for March entertainment, but I would like to encourage anyone to use our destination sites for your own events. Please contact me or Han to verify the scheduling so that conflicts are avoided with the CDS sponsored event schedule.
[2020/02/11 12:13] Lyubov (20180414): Delia has begun the set of location descriptions that can be distributed and used for promotional purposes. Expect to see them soon. This also supports the promotion of our locations through Lyubov's Advertising and Marketing plan, for which she has negotiated an excellent arrangement with Bixyl's SL Newser, to feature stories that best present our group and locations. Rosie presented plans at the LUC for a new neighborhood in Alpine Meadows with parcels ranging from 256sqm to 1536sqm. Sudane and Mizou continue to build and improve, and Delia promised us an early spring.
[2020/02/11 12:13] Lyubov (20180414): Lyubov has reminded us of the plans for International Women's Day on March 8th. I invite any and all of you to the first Government Question Hour in the Chancellor's Office at 9am SL, this coming Sunday, March 16th. I am quite inspired by discussions on the forum site, which reflect much thought by our Citizens. The GQH will be a relaxed hour where you will bring your questions to the three branches of our government; Executive, Representational, and Philosophical.
[2020/02/11 12:13] Lyubov (20180414): I hope to join you all for the next RA Meeting, should you schedule it for Sunday, Feb. 23rd.
Sincerely, Chancellor Emilia
P.S. Forgive me for any oversight or leaving anyone out! It's 3am and I woke up to do this! :)
[2020/02/11 12:13] Lyubov (20180414): Done.
[2020/02/11 12:14] Lyubov (20180414): Thank you to Emilia for the report.
[2020/02/11 12:15] Lyubov (20180414): Also note please, that we have a Government Question Hour this coming Sunday at 0900 SLT.
[2020/02/11 12:15] Tanoujin Milestone: yay
[2020/02/11 12:15] Lyubov (20180414): Our next agenda item is the LUC report. Rosie, could you update us on the activities of the LUC please?
[2020/02/11 12:15] Rosie Gray: yes
[2020/02/11 12:16] Rosie Gray: the LUC had a meeting on Sunday
[2020/02/11 12:16] Lyubov (20180414): There have been two meeting since the last RA meeting.
[2020/02/11 12:16] Rosie Gray: the previously approved Alpine Meadow updates have been completed, and seem to be popular
[2020/02/11 12:16] Rosie Gray: because the 3 new parcels are now all occupied
[2020/02/11 12:17] Rosie Gray: there has been a new bridge made by Mizou created and put down to replace one of the really old ones in AM
[2020/02/11 12:17] Tanoujin Milestone: :)
[2020/02/11 12:17] Rosie Gray: and she will work on the others that need updating
[2020/02/11 12:17] Kyoko Furse-Barzane (samara.barzane): nice
[2020/02/11 12:18] Richie Deschanel: well done all concerned
[2020/02/11 12:18] Rosie Gray: and, I made a proposal to subdivide and reparcel the very large address that used to have the Old Bowl, and also the other large parcel that I used to own in AM, that remains empty
[2020/02/11 12:18] Rosie Gray: to reparcel into smaller units in a similar way as the was just done with the first 3 parcels
[2020/02/11 12:18] Rosie Gray: and that has been approved, so I'll commence with it likely this week
[2020/02/11 12:19] Rosie Gray: we also talked about the possiblity of using some of the new Skye Enchanted series to replace some of the older, low prim vegetation on public land
[2020/02/11 12:19] Rosie Gray: because they can now be set to change by group for seasons
[2020/02/11 12:20] Rosie Gray: and they are very good and low prim
[2020/02/11 12:20] Rosie Gray: so you can expect to see some of that role out
[2020/02/11 12:20] Rosie Gray: hmmm
[2020/02/11 12:20] Rosie Gray: there was a bit of discussion again about what the community centre might look like
[2020/02/11 12:21] Rosie Gray: am I forgetting anything, Lyubov?
[2020/02/11 12:21] Rosie Gray: oh... yes one thing
[2020/02/11 12:21] Lyubov (20180414): I think i heard a rumor of a spring thaw? :)
[2020/02/11 12:21] Rosie Gray: the Chancellor's representative to the LUC
[2020/02/11 12:21] Rosie Gray: (right thanks)
[2020/02/11 12:21] Rosie Gray: Cathy is no longer a citizen and thus cannot be Chancellor's rep on the LUC
[2020/02/11 12:22] Rosie Gray: I think she was going to approach someone about that, and failing finding someone suitable she may have to do so herself
[2020/02/11 12:22] Lilith Ivory: is online.
[2020/02/11 12:22] Rosie Gray: so we see how that goes, but in the meantime there are 5 functioning members ㋡
[2020/02/11 12:23] Kyoko Furse-Barzane (samara.barzane): (can the chancellor represent herself?)
[2020/02/11 12:23] Tanoujin Milestone: Lilith is online, let us ask her when she arrives
[2020/02/11 12:23] Rosie Gray: and, yes Delia will start spring on Feb 14, probably on the lower regions first
[2020/02/11 12:23] Lilith Ivory: Hi folks
[2020/02/11 12:23] Kyoko Furse-Barzane (samara.barzane): was just a recursive question
[2020/02/11 12:23] Rosie Gray: well, that's a good question Kyoko
[2020/02/11 12:23] Lilith Ivory: /me hides
[2020/02/11 12:23] Rosie Gray: I couldn't find any reason legally why she couldn't do so
[2020/02/11 12:23] Richie Deschanel: Hi Lilith
[2020/02/11 12:24] Rosie Gray: but here is Lilith and perhaps she can clarify?
[2020/02/11 12:24] Rosie Gray: Lilith, the question was is there any reason that the Chancellor cannot represent herself on the LUC?
[2020/02/11 12:24] Lilith Ivory: ah this one :)
[2020/02/11 12:24] Rosie Gray: if she cannot find a suitable person to replace Cathy
[2020/02/11 12:25] Lilith Ivory: I have a feeling in my guts that this is odd
[2020/02/11 12:25] Lilith Ivory: but I think the law does not say the chancellor cant
[2020/02/11 12:25] Kyoko Furse-Barzane (samara.barzane): well it puts the chancellor under the RA
[2020/02/11 12:25] Tanoujin Milestone: (i think it spares Emilia a lot of whispering in her Rep's ear)
[2020/02/11 12:25] Lilith Ivory: how do you mean Kyoko?
[2020/02/11 12:25] Kyoko Furse-Barzane (samara.barzane): rather than her representative
[2020/02/11 12:26] Rosie Gray: no I don't think it does, Kyoko
[2020/02/11 12:26] Kyoko Furse-Barzane (samara.barzane): as I understand it originally LUC was started as a balance to the chancellor
[2020/02/11 12:26] Kyoko Furse-Barzane (samara.barzane): I'm not opposing her serving
[2020/02/11 12:26] Lilith Ivory: of course I would prefer if the chancellor was able to find another rep. We still have a few citizens without job out here
[2020/02/11 12:26] Kyoko Furse-Barzane (samara.barzane): It just seems odd to me also
[2020/02/11 12:26] Rosie Gray: I agree, and hopefully she finds someone who would like to serve
[2020/02/11 12:27] Lilith Ivory: and I agree Kyoko, that was why the LUC was founded
[2020/02/11 12:27] Lyubov (20180414): In the spirit of participation in the community, I would hope the Chancellor could find a willing citizen to serve
[2020/02/11 12:27] Richie Deschanel: I agree with Kyoko that it doesn't feel right
[2020/02/11 12:27] Rosie Gray: but ultimately, it's the Chancellor's Representative, who is meant to convey information back and forth
[2020/02/11 12:27] Kyoko Furse-Barzane (samara.barzane): well it would cut out the middle-person LOL
[2020/02/11 12:27] Lilith Ivory: I never saw it as the special role of the chancellor rep
[2020/02/11 12:28] Lilith Ivory: the chancellor should be able to read transcripts as much as the rest of us can
[2020/02/11 12:28] Rosie Gray: true
[2020/02/11 12:28] Rosie Gray: but then why call this person a representative?
[2020/02/11 12:28] Kyoko Furse-Barzane (samara.barzane): exactly
[2020/02/11 12:29] Tanoujin Milestone: i think that is up to both persons affected
[2020/02/11 12:29] Lilith Ivory: imo this word was just used ... for no special reason
[2020/02/11 12:29] Tanoujin Milestone: not our business what they agree on
[2020/02/11 12:29] Richie Deschanel: if it were the Chancellor's appointment then she couldn't appoint herself, but it's not worded that way
[2020/02/11 12:30] Tanoujin Milestone: do you have a link at hand Richie?
[2020/02/11 12:30] Richie Deschanel: afraid not
[2020/02/11 12:30] Tanoujin Milestone: np
[2020/02/11 12:30] Richie Deschanel: from the discussion about representative I was going on
[2020/02/11 12:31] Rosie Gray: okay I always took it to mean representative, as in representing the interests of the Chancellor
[2020/02/11 12:31] Lilith Ivory: as the chancellor is overworked already I would appreciate if if the chancellor tries to find another person
[2020/02/11 12:31] Rosie Gray: to keep them informed
[2020/02/11 12:31] Kyoko Furse-Barzane (samara.barzane): exactly Rosie
[2020/02/11 12:31] Kyoko Furse-Barzane (samara.barzane): representing the interests of the chancellor
[2020/02/11 12:31] Kyoko Furse-Barzane (samara.barzane): but then she would wear two hats
[2020/02/11 12:31] Kyoko Furse-Barzane (samara.barzane): as a voting member
[2020/02/11 12:31] Lilith Ivory: that´s exactly why this feels so odd to me
[2020/02/11 12:31] Kyoko Furse-Barzane (samara.barzane): and as approving some of the decisions
[2020/02/11 12:32] Rosie Gray: well I do agree that it's not the desirable situation
[2020/02/11 12:32] Lyubov (20180414): I would hope that there exists one citizen in CDS who is willing to serve on the LUC
[2020/02/11 12:32] Lilith Ivory: why not ask Emilia to send a call out via groupnote
[2020/02/11 12:33] Rosie Gray: that would seem like a good idea
[2020/02/11 12:33] Richie Deschanel: yes
[2020/02/11 12:33] Rosie Gray: I do think she had a couple of people in mind to talk to, as well
[2020/02/11 12:34] Rosie Gray: I can do that then, as LUC chair
[2020/02/11 12:34] Rosie Gray: I'll ask her
[2020/02/11 12:34] Lilith Ivory: /me smiles
[2020/02/11 12:34] Lyubov (20180414): CDSL 21-01 Permanent Land Use Commission Act:
[2020/02/11 12:34] Lyubov (20180414): SECTION III: MEMBERS
To be composed of six members whose aggregate expertise is composed of, but not limited to: terraforming, landscaping, building, texture creation and application. Such members are to be nominated: 1. Two citizens, by the CDS Artisans Guild, or by subsequent, approved, NGOs; 2. One citizen by the RA from its membership, each term and not subject to the rotation, appointed by the RA by simple majority. 3. One citizen from the Executive Branch, appointed by the Chancellor, and; 4. Two citizens appointed by RA members from the Citizenry-at-large, via a simple majority vote by the RA. Those nominated shall be confirmed by the Representative Assembly and become Members of the Commission. Such Membership shall be, after the initial seating, on a rotational basis, according to a plan formulated by the initial members and approved by the RA. A member may resign or be removed from office at the discretion of the RA upon the recommendation of their nominator. This resulting vacancy, or the
[2020/02/11 12:34] Lyubov (20180414): vacancies due to end-of-term, shall be filled according to the legislated process, the new member(s) assuming the term of the member(s) replaced.
[2020/02/11 12:34] Lyubov (20180414): ... ssion-act/
[2020/02/11 12:34] Rosie Gray: /me nods
[2020/02/11 12:35] Rosie Gray: other than that, the next LUC meeting is scheduled for Sunday March 1 at 10 am SLT
[2020/02/11 12:35] Richie Deschanel: Appointed by being the operative words
[2020/02/11 12:35] Lyubov (20180414): So, as I read this, one citizen from the Executive Branch...subject to RA confirmation.
[2020/02/11 12:36] Rosie Gray: yes
[2020/02/11 12:36] Rosie Gray: and you're right... Appointed
[2020/02/11 12:36] Rosie Gray: we just seem to always refer to 'representative'
[2020/02/11 12:37] Kyoko Furse-Barzane (samara.barzane): well there is an approval process
[2020/02/11 12:37] Lyubov (20180414): With that in mind, the RA may approve the Chancellor as the Executive appointee to the LUC, but I would like to first see the Chancellor find another Citizen available to be the appointee.
[2020/02/11 12:37] Rosie Gray: I think we have all agreed with that
[2020/02/11 12:37] Rosie Gray: ㋡
[2020/02/11 12:37] Lyubov (20180414): :)
[2020/02/11 12:38] Lyubov (20180414): Thank you Rosie.
[2020/02/11 12:39] Lyubov (20180414): We will ask the Chancellor to appoint an available citizen to the LUC, and failing that, the RA may revisit the question of the Chancellor being her own appointee.
[2020/02/11 12:39] Richie Deschanel: That sounds eminently sensible
[2020/02/11 12:39] Lilith Ivory: I would like to add that LUC members are supposed to do some active work ... and we all know Emilia does not have a lot of time atm
[2020/02/11 12:40] Lyubov (20180414): Yes, I would certainly like to see someone on the LUC that is interested and has time for the duties of the LUC
[2020/02/11 12:40] Lilith Ivory: /me nods in agreement
[2020/02/11 12:40] Lilith Ivory: otherwise we could just leave the seat empty
[2020/02/11 12:41] Lyubov (20180414): Thank you Rosie. Do we have any other comments or questions before moving on?
[2020/02/11 12:41] Lyubov (20180414): I hear none. The next item on the agenda is *4. Citizen Concerns
[2020/02/11 12:41] Lyubov (20180414): Would any citizens like to share something at this time?>
[2020/02/11 12:41] Lyubov (20180414): I hear none.
[2020/02/11 12:41] Lyubov (20180414): Next, *5. RA member concerns
[2020/02/11 12:42] Lyubov (20180414): Would any RA member like to share something at this time?
[2020/02/11 12:42] Tanoujin Milestone: nay madame
[2020/02/11 12:42] Richie Deschanel: not from me
[2020/02/11 12:42] Kyoko Furse-Barzane (samara.barzane): not I
[2020/02/11 12:42] Lyubov (20180414): Thank you RA members.
[2020/02/11 12:42] Lyubov (20180414): Next, *6. Old Business
Review NL 4-23 Public Property Protection Act, ... ction-act/ Contains references to “Guild” and “City”. Does the current LUC cover these responsibilities?
[2020/02/11 12:43] Rosie Gray: Between the LUC and the Chancellor, yes
[2020/02/11 12:43] Lyubov (20180414): This was an item we considered at our last meeting and tabled for further review.
[2020/02/11 12:43] Richie Deschanel: Is it a duplication?
[2020/02/11 12:43] Lyubov (20180414): Ok, so Rosie, you feel that NL 4-23 is now covered by the LUC and the Chancellor now?
[2020/02/11 12:43] Tanoujin Milestone: /me raises hand
[2020/02/11 12:43] Rosie Gray: yes I do, Lyubov
[2020/02/11 12:43] Lyubov (20180414): Yes Tan, please.
[2020/02/11 12:43] Rosie Gray: I just needed some time to think about it
[2020/02/11 12:44] Tanoujin Milestone: If we coded a moratorium function anywhere else we should move this to archaic, but I can not find it - should be in the Citizen Notification act, but that is too vague atm help?
[2020/02/11 12:46] Tanoujin Milestone: does anyone remember where we coded it, so we can quote it?
[2020/02/11 12:46] Tanoujin Milestone: done
[2020/02/11 12:46] Lyubov (20180414): I don't see any harm in simply updating the language to current forms (ie. City to CDS), especially if we are not certain that the function is coded elsewhere.
[2020/02/11 12:46] Tanoujin Milestone: fine with that
[2020/02/11 12:46] Rosie Gray: /me raises a hand
[2020/02/11 12:46] Lyubov (20180414): Yes Rosie?
[2020/02/11 12:46] Rosie Gray: I think it would be more than changing city to CDS
[2020/02/11 12:47] Rosie Gray: I'm pretty sure we do have it coded somewhere
[2020/02/11 12:47] Tanoujin Milestone: same here....
[2020/02/11 12:47] Lyubov (20180414): I'm not convertible reclassifying this as Archaic if we cannot state where this function is duplicated.
[2020/02/11 12:47] Rosie Gray: I distinctly remember we talked about it and made a law about big changes and that they had to be posted on the forum and announced through the CDS group before commencing
[2020/02/11 12:48] Tanoujin Milestone: /me is afraid the code is not up to date? (Horror)
[2020/02/11 12:48] Richie Deschanel: Before my time ;-)
[2020/02/11 12:48] Tanoujin Milestone: ;)
[2020/02/11 12:48] Lyubov (20180414): Yes, I do recall a recent discussion about moving landscaping rocks into Someone's back yard... :)
[2020/02/11 12:48] Rosie Gray: yes, Richie
[2020/02/11 12:48] Tanoujin Milestone: yes, sure, Richie
[2020/02/11 12:49] Tanoujin Milestone: yes, Lyubov
[2020/02/11 12:49] Tanoujin Milestone: exactly that discussion
[2020/02/11 12:49] Rosie Gray: yes!
[2020/02/11 12:49] Rosie Gray: perhaps we have to search for it more
[2020/02/11 12:49] Lyubov (20180414): The Dean's backyard, as I recall :)
[2020/02/11 12:49] Rosie Gray: I did actually try to find it, but couldn't
[2020/02/11 12:49] Tanoujin Milestone: lol
[2020/02/11 12:49] Rosie Gray: was going on memory
[2020/02/11 12:49] Kyoko Furse-Barzane (samara.barzane): Next to the rutabagas
[2020/02/11 12:50] Lilith Ivory: yes we have something now ...somewhere
[2020/02/11 12:50] Lilith Ivory: I do remember this backyard
[2020/02/11 12:50] Tanoujin Milestone: lol
[2020/02/11 12:50] Lyubov (20180414): Ok, well I motion to table action on NL 4-23 until next meeting, when we will seek to cite the specific law that may be duplicating this act.
[2020/02/11 12:50] Rosie Gray: it would definitely be best not to rely on MY memory! hehe
[2020/02/11 12:51] Lilith Ivory: /me smiles
[2020/02/11 12:51] Richie Deschanel: second
[2020/02/11 12:51] Lyubov (20180414): Thank you Richie.
[2020/02/11 12:51] Lyubov (20180414): Any further comment at this time, before we vote to table further action on this item until next meeting, pending further research?
[2020/02/11 12:51] Lyubov (20180414): Yes Lilith?
[2020/02/11 12:51] Lilith Ivory: for the future it might be good to have a list somewhere which laws were updated in a certain term
[2020/02/11 12:52] Rosie Gray: that's what the Minutes are supposed to do
[2020/02/11 12:52] Lyubov (20180414): Yes, I saw some laws contain notes of when they have been last updated, but not all do.
[2020/02/11 12:52] Richie Deschanel: I can look to doing that moving forwards
[2020/02/11 12:52] Richie Deschanel: I have been adding notes
[2020/02/11 12:52] Tanoujin Milestone: i got it
[2020/02/11 12:53] Tanoujin Milestone: Civil Service act
[2020/02/11 12:53] Lyubov (20180414): Please Tan...
[2020/02/11 12:53] Lyubov (20180414): Oh of course! Who would look there to find land use legislation? :)
[2020/02/11 12:53] Tanoujin Milestone: D. Transparent Region Development Guidelines
Permanent changes to public land, outside of the seasonal tree and ground texture changes and official CDS temporary structures for events, have to be announced in the forums and allow a comment period of 2 weeks, to make sure the interests of neighboring parcel owners are taken into account. Public spaces have to be developed in accordance with policy and changes need to be subject to public comment and review.
[2020/02/11 12:53] Tanoujin Milestone: phew
[2020/02/11 12:53] Rosie Gray: oh good! thank you Tan ㋡
[2020/02/11 12:54] Tanoujin Milestone: well hidden lol
[2020/02/11 12:54] Richie Deschanel: excellent
[2020/02/11 12:54] Kyoko Furse-Barzane (samara.barzane): I'd say
[2020/02/11 12:54] Kyoko Furse-Barzane (samara.barzane): Hasn't that been revised tho?
[2020/02/11 12:54] Rosie Gray: it was revised Nov. 5, 2018
[2020/02/11 12:54] Tanoujin Milestone: updated and amended by the 29th RA, November 5, 2018
[2020/02/11 12:54] Tanoujin Milestone: yes, Rosie
[2020/02/11 12:54] Kyoko Furse-Barzane (samara.barzane): k
[2020/02/11 12:55] Tanoujin Milestone: so I move we put NL 4-23 to archaic
[2020/02/11 12:55] Lyubov (20180414): Do we feel that this language is equlivalent to that in NL 4-23?
[2020/02/11 12:55] Rosie Gray: second the motion
[2020/02/11 12:55] Lyubov (20180414): There is a motion on the floor to table further action on 4-23.
[2020/02/11 12:56] Rosie Gray: that motion wasn't seconded, I believe
[2020/02/11 12:56] Lyubov (20180414): Richie seconded it.
[2020/02/11 12:56] Richie Deschanel: it was
[2020/02/11 12:56] Lyubov (20180414): and this has been the following discussion.
[2020/02/11 12:56] Rosie Gray: oh sorry
[2020/02/11 12:56] Tanoujin Milestone: so we vote it down, if you like ;)
[2020/02/11 12:56] Lyubov (20180414): Please.
[2020/02/11 12:56] Tanoujin Milestone: I move not to table the discussion
[2020/02/11 12:56] Lyubov (20180414): Please vote, " to table action on NL 4-23 until next meeting, when we will seek to cite the specific law that may be duplicating this act."
[2020/02/11 12:57] Tanoujin Milestone: okay?
[2020/02/11 12:57] Lyubov (20180414): Nay.
[2020/02/11 12:57] Tanoujin Milestone: ahhhh, okay
[2020/02/11 12:57] Rosie Gray: nay
[2020/02/11 12:57] Richie Deschanel: nay
[2020/02/11 12:57] Tanoujin Milestone: nay
[2020/02/11 12:57] Kyoko Furse-Barzane (samara.barzane): ayenay
[2020/02/11 12:57] Kyoko Furse-Barzane (samara.barzane): sorry RL intruded
[2020/02/11 12:57] Lyubov (20180414): Thank you, the motion has been defeated.
[2020/02/11 12:57] Lyubov (20180414): Tan, you would like to propose a motion?
[2020/02/11 12:58] Tanoujin Milestone: I move to put NL 4-23 to archaic because it is doubled by NL 5 - 7
[2020/02/11 12:58] Rosie Gray: second
[2020/02/11 12:58] Lyubov (20180414): Thank you Rosie.
[2020/02/11 12:58] Lyubov (20180414): Any further discussion before we proceed to a vote?
[2020/02/11 12:59] Lyubov (20180414): I hear none.
[2020/02/11 12:59] Lyubov (20180414): Please vote, to put NL 4-23 to archaic because it is doubled by NL 5 - 7
[2020/02/11 12:59] Lyubov (20180414): Aye
[2020/02/11 12:59] Kyoko Furse-Barzane (samara.barzane): aye
[2020/02/11 12:59] Rosie Gray: aye
[2020/02/11 12:59] Tanoujin Milestone: aye
[2020/02/11 12:59] Richie Deschanel: aye
[2020/02/11 12:59] Rosie Gray: whew!
[2020/02/11 12:59] Tanoujin Milestone: nice
[2020/02/11 12:59] Lyubov (20180414): Thank you, the motion carries, NL 4-23 shall be reclassified as Archaic.
[2020/02/11 12:59] Tanoujin Milestone: that is what we are paid for. erm, wait
[2020/02/11 12:59] Rosie Gray: hehe
[2020/02/11 13:00] Lyubov (20180414): Paid to keep Richie busy, reclassifying laws as Archaic? He has a quick key command for this now, I think :)
[2020/02/11 13:00] Kyoko Furse-Barzane (samara.barzane): LOL
[2020/02/11 13:00] Tanoujin Milestone: teehee
[2020/02/11 13:00] Richie Deschanel: lol
[2020/02/11 13:00] Tanoujin Milestone: well, the active code looks pretty tidy already
[2020/02/11 13:00] Richie Deschanel: true
[2020/02/11 13:00] Lyubov (20180414): Our next agenda item is *7. New Business
Consideration of a proposal to extend Citizenship to the individual tierbox owners of group-deeded land. See RA Discussion topic at
[2020/02/11 13:01] Lyubov (20180414): There has been some discussion on the RA Discussion board, as well as in the General board on the Forum.
[2020/02/11 13:02] Lyubov (20180414): The main item is "proposal to extend Citizenship to the individual tierbox owners of group-deeded land.", subject to a number of qualifications.
[2020/02/11 13:02] Lyubov (20180414): I would like to motion that we consider a proposal to extend Citizenship to the individual tierbox owners of group-deeded land.
[2020/02/11 13:02] Richie Deschanel: second
[2020/02/11 13:03] Lyubov (20180414): Thank you Richie.
[2020/02/11 13:03] Lyubov (20180414): Would anyone, RA member of Citizen in attendance, like to share their thoughts about this proposal?
[2020/02/11 13:03] Lyubov (20180414): *or Citizen....
[2020/02/11 13:03] Rosie Gray: /me raises a hand
[2020/02/11 13:03] Lyubov (20180414): Please Rosie
[2020/02/11 13:04] Rosie Gray: thanks
[2020/02/11 13:04] Kyoko Furse-Barzane (samara.barzane): As long as it doesn't mean more work for Sudane I think this is fine
[2020/02/11 13:04] Rosie Gray: yes I just want to say that it hasn't been possible before Sudane's scripting work for us to do this
[2020/02/11 13:04] Richie Deschanel: raises hand
[2020/02/11 13:04] Lyubov (20180414): Yes, Sudane has worked very hard to make this possible.
[2020/02/11 13:04] Rosie Gray: no, it's actually Sudane who brought this update
[2020/02/11 13:04] Lilith Ivory: Sudane has worked hard to make this possible :)
[2020/02/11 13:04] Lyubov (20180414): Yes Richie?
[2020/02/11 13:05] Rosie Gray: ummm... can I finish?
[2020/02/11 13:05] Lyubov (20180414): Sorry.
[2020/02/11 13:05] Lyubov (20180414): Please continue Rosie.
[2020/02/11 13:05] Rosie Gray: yes, she has worked hard on this item, which has made it possible for us technically
[2020/02/11 13:05] Richie Deschanel: Having fallen foul of this I support this proposal as it seems unfair that you lose citizenship if you deed land and also allows prims to be shared across deed owned land within a sim. Thanks to Sudane
[2020/02/11 13:06] Richie Deschanel: done
[2020/02/11 13:06] Rosie Gray: and I for one see it as a bonus for our citizens, as long as two things are in place
[2020/02/11 13:06] Rosie Gray: and that is that all members of the group are represented in their landholdings by at least one parcel
[2020/02/11 13:06] Richie Deschanel: yes
[2020/02/11 13:06] Rosie Gray: which this proposal does specify
[2020/02/11 13:06] Awenbunny Lisle: agreed
[2020/02/11 13:07] Rosie Gray: and I don't think that we are going to be inundated by requests, so as Lyubov has suggested, handling it manually when they are requested shouldn't be too much of a problem
[2020/02/11 13:07] Rosie Gray: so why not try it and see how it works ㋡
[2020/02/11 13:07] Rosie Gray: done
[2020/02/11 13:07] Lyubov (20180414): Thank you Rosie
[2020/02/11 13:08] Tanoujin Milestone: i have a question
[2020/02/11 13:08] Lyubov (20180414): Yes Tan?
[2020/02/11 13:08] Tanoujin Milestone: to rosie: "All members represented by at least one parcel " means I can not have a non-citizen in that group?
[2020/02/11 13:09] Rosie Gray: that's a question I asked as well
[2020/02/11 13:09] Richie Deschanel: members qualifying as citizens?
[2020/02/11 13:09] Tanoujin Milestone: only one by the shared parcel, Richie
[2020/02/11 13:10] Rosie Gray: and I believe the answer was something like that is why the citizens would need to be manually approved
[2020/02/11 13:10] Lyubov (20180414): My intent with my draft proposal, is that the group may contain any number of members, citizen or not. However, group members that wish to be citizens would need to be approved through the application process, and this process would include that the group member must be assigned to at least one tierbox.
[2020/02/11 13:10] Richie Deschanel: You could have 3 group members , two of which own parcels - only those two can be citizens
[2020/02/11 13:10] Richie Deschanel: as I understand the proposal
[2020/02/11 13:10] Rosie Gray: so the group owner provides a list of who wants to be a citizen in their group, and then it is checked against them having a tierbox in their name
[2020/02/11 13:11] Tanoujin Milestone: yes, okay
[2020/02/11 13:11] Lilith Ivory: /me raises her hand
[2020/02/11 13:11] Tanoujin Milestone: thank you!
[2020/02/11 13:11] Lyubov (20180414): Yes Lilith, please?
[2020/02/11 13:11] Lilith Ivory: it just crossed my mind while Richie was speaking ...
[2020/02/11 13:12] Lilith Ivory: we might want to exclude prim parcels from this rule as those are only allowed as a second parcel
[2020/02/11 13:12] Richie Deschanel: I agree
[2020/02/11 13:12] Rosie Gray: good point, Lilith
[2020/02/11 13:12] Kyoko Furse-Barzane (samara.barzane): /me nods
[2020/02/11 13:12] Lyubov (20180414): What is the smallest prim parcel size, and how does this compare to the smallest regular parcel size?
[2020/02/11 13:12] Lilith Ivory: done
[2020/02/11 13:13] Richie Deschanel: similar
[2020/02/11 13:13] Tanoujin Milestone: /me raises hand
[2020/02/11 13:13] Rosie Gray: hmmm let me look
[2020/02/11 13:13] Lyubov (20180414): I am not sure if I would requise this exclusion.
[2020/02/11 13:13] Lyubov (20180414): yes Tan?
[2020/02/11 13:13] Kyoko Furse-Barzane (samara.barzane): an d there is one 64 sq meter parcel in cn
[2020/02/11 13:14] Tanoujin Milestone: I see we need to work on CDSL 16-3 and 16-4 to implement this
[2020/02/11 13:14] Lyubov (20180414): Does our current law already require that to own a prim parcel, you (the About Land owner) must already own a regular parcel.
[2020/02/11 13:14] Tanoujin Milestone: while the constitution just speaks about "holding title"
[2020/02/11 13:14] Lyubov (20180414): Yes, both 16-3 and 16-4 will be impacted
[2020/02/11 13:14] Kyoko Furse-Barzane (samara.barzane): `I am pretty sure it does
[2020/02/11 13:14] Lilith Ivory: yes it does
[2020/02/11 13:15] Lyubov (20180414): I think that the Constitution may be unaffected, if we redefine "hold title" in 16-3.
[2020/02/11 13:15] Tanoujin Milestone: yes, I agree
[2020/02/11 13:15] Lilith Ivory: /me nods
[2020/02/11 13:15] Awenbunny Lisle: a prim parcel is for extra prims. you must own prims to get 'extra' ones
[2020/02/11 13:15] Tanoujin Milestone: if we update16 3 and 4, do we have covered it?
[2020/02/11 13:16] Lyubov (20180414): I think so, Tan.
[2020/02/11 13:16] Tanoujin Milestone: sorry for having a parallel discussion, I will wait
[2020/02/11 13:16] Rosie Gray: agree, Awen
[2020/02/11 13:16] Richie Deschanel: we aren't really changing ownership - it must be the tier post owner. Now we can identify those from a group
[2020/02/11 13:16] Awenbunny Lisle: (hushing up)
[2020/02/11 13:16] Lyubov (20180414): Appreciate your input Awen! :)
[2020/02/11 13:16] Tanoujin Milestone: me too Awen
[2020/02/11 13:17] Lyubov (20180414): So, firstly, the motion on the floor is "Consideration of a proposal to extend Citizenship to the individual tierbox owners of group-deeded land"
[2020/02/11 13:17] Lyubov (20180414): I would like to now call to a vote, to consider a proposal to extend Citizenship to the individual tierbox owners of group-deeded land
[2020/02/11 13:17] Lyubov (20180414): this is Not a vote to approve the proposal
[2020/02/11 13:17] Lyubov (20180414): this is a vote to move forward considering the possibility.
[2020/02/11 13:18] Rosie Gray: did someone second the motion to consider?
[2020/02/11 13:18] Tanoujin Milestone: i second
[2020/02/11 13:18] Richie Deschanel: moi
[2020/02/11 13:18] Rosie Gray: ㋡
[2020/02/11 13:18] Tanoujin Milestone: and retract
[2020/02/11 13:18] Tanoujin Milestone: lol
[2020/02/11 13:18] Rosie Gray: sorry couldn't remember
[2020/02/11 13:18] Lyubov (20180414): [13:02] Lyubov: I would like to motion that we consider a proposal to extend Citizenship to the individual tierbox owners of group-deeded land.
[13:02] Richie Deschanel: second
[13:03] Lyubov: Thank you Richie.
[2020/02/11 13:19] Tanoujin Milestone: so i would vote aye to consider it if the vote is called
[2020/02/11 13:19] Richie Deschanel: aye
[2020/02/11 13:19] Lyubov (20180414): Yes, allow me to restate the call for a vote...
[2020/02/11 13:19] Tanoujin Milestone: yes
[2020/02/11 13:19] Richie Deschanel: nods
[2020/02/11 13:19] Lyubov (20180414): I would like to now call to a vote, to consider a proposal to extend Citizenship to the individual tierbox owners of group-deeded land
[2020/02/11 13:19] Lyubov (20180414): Aye
[2020/02/11 13:19] Kyoko Furse-Barzane (samara.barzane): aye
[2020/02/11 13:19] Tanoujin Milestone: aye
[2020/02/11 13:19] Rosie Gray: aye
[2020/02/11 13:19] Richie Deschanel: aye
[2020/02/11 13:20] Tanoujin Milestone: very nice
[2020/02/11 13:20] Lyubov (20180414): Thank you the item carries.
[2020/02/11 13:20] Lyubov (20180414): So, the next steps...
[2020/02/11 13:20] Kyoko Furse-Barzane (samara.barzane): Alas I need to log
[2020/02/11 13:20] Kyoko Furse-Barzane (samara.barzane): RL is making scary noises
[2020/02/11 13:20] Richie Deschanel: bye Kyoko
[2020/02/11 13:20] Rosie Gray: bye Kyoko
[2020/02/11 13:20] Lilith Ivory: bye Kyoko
[2020/02/11 13:20] Kyoko Furse-Barzane (samara.barzane): is offline.
[2020/02/11 13:20] Awenbunny Lisle: duct tape mum duct tape
[2020/02/11 13:20] Tanoujin Milestone: uh oh, Kyoo, stay strong until we meet again ;)
[2020/02/11 13:21] Lyubov (20180414): We are considering whether Prim Parcels should be specifically excluded from qualifying parcels, when considering how many citizens a group may support.
[2020/02/11 13:21] Rosie Gray: /me raises a hand
[2020/02/11 13:21] Lyubov (20180414): Please Rosie.
[2020/02/11 13:21] Rosie Gray: I've just done a quick check on the Caspertech site, at our tierboxes
[2020/02/11 13:21] Rosie Gray: we have some very tiny parcels, mostly in NFS on the platz
[2020/02/11 13:22] Rosie Gray: and others inside of the city
[2020/02/11 13:22] Rosie Gray: the prim parcels are not smaller than them
[2020/02/11 13:22] Richie Deschanel: raises hand
[2020/02/11 13:22] Rosie Gray: so, although I do think that we should ask every citizen to hold a 'regular' parcel, if it means redoing the constitution or something... I don't think that it would make a huge impact if we left that part out
[2020/02/11 13:23] Rosie Gray: financially, I mean
[2020/02/11 13:23] Rosie Gray: done
[2020/02/11 13:23] Lyubov (20180414): Thank you Rosie. Richie?
[2020/02/11 13:23] Richie Deschanel: Thank you
[2020/02/11 13:24] Richie Deschanel: As I recall the prim parcels were introduced to specifically support the small fachwerks originally. It seems to me that they are not a 'parcel' in their own right and should be excluded. For example - could I build on mine? (it is on the hillside)
[2020/02/11 13:25] Rosie Gray: good point
[2020/02/11 13:25] Tanoujin Milestone: me raises hand
[2020/02/11 13:26] Lyubov (20180414): I do not feel that prim parcels need to be excluded. First, it keeps things simple. Second, as I understand, a land owner (individulal) is limited to at most one prim parcel per region. Even if the owner is a group, at most this is one prim parcel, so I do not see this as a potential area of abuse.
[2020/02/11 13:26] Lyubov (20180414): Yes Tan?
[2020/02/11 13:27] Tanoujin Milestone: because I think it makes good sense what Richie and Awen said, I would exclude the prim parcels explicitely - you can not be citizen as a single owner of them, why should you be allowed to become one by tierbox of a shared prim parcel?
[2020/02/11 13:28] Lyubov (20180414): I will not object, it seems that all other RA members feel that prim parcels should be explicitly excluded as qualifying parcels when considering how many citizens a group may support.
[2020/02/11 13:28] Lyubov (20180414): I will adjust my proposal language to reflect this.
[2020/02/11 13:29] Lyubov (20180414): (and then I will hear how complicated and wordy a proposal it is! :)
[2020/02/11 13:29] Rosie Gray: :D
[2020/02/11 13:29] Lyubov (20180414): are there any other considerations about this proposal at this time?
[2020/02/11 13:29] Lyubov (20180414): I hear none.
[2020/02/11 13:29] Lyubov (20180414): Next steps?
[2020/02/11 13:29] Tanoujin Milestone: i have a comment
[2020/02/11 13:30] Lyubov (20180414): Please Tan.
[2020/02/11 13:30] Tanoujin Milestone: i like this proposal very much, i think it is a big step in the right direction, thank you done
[2020/02/11 13:30] Rosie Gray: ㋡
[2020/02/11 13:30] Richie Deschanel: grees :-)
[2020/02/11 13:30] Lyubov (20180414): Thank you Tan! :)
[2020/02/11 13:30] Richie Deschanel: agrees
[2020/02/11 13:30] Awenbunny Lisle: /me nods vehemently
[2020/02/11 13:30] Lyubov (20180414): So, Next Steps then?
[2020/02/11 13:31] Rosie Gray: /me raises a hand
[2020/02/11 13:31] Lyubov (20180414): I will amend the proposal for the prim parcel exclusion we described.
[2020/02/11 13:31] Lyubov (20180414): yes Rosie?
[2020/02/11 13:31] Rosie Gray: sorry I just thought of something
[2020/02/11 13:31] Rosie Gray: I was thinknig to myself "great now I can share prims with my alt owning a parcel'
[2020/02/11 13:31] Rosie Gray: and then I realized, well of course my alt can't be a citizen
[2020/02/11 13:32] Tanoujin Milestone: teehee
[2020/02/11 13:32] Richie Deschanel: sees can of worms opening ......
[2020/02/11 13:32] Lyubov (20180414): Yes, I have tried that but the Dean continues to reject my "friends'" citizenship appliction! :)
[2020/02/11 13:32] Rosie Gray: but, could I have my alt have a parcel in the same group, and have myself be a citizen, but my alt not
[2020/02/11 13:32] Awenbunny Lisle: lol
[2020/02/11 13:32] Rosie Gray: yes, exactly Richie
[2020/02/11 13:32] Rosie Gray: I've only just thought of this
[2020/02/11 13:32] Richie Deschanel: but what if you don't own up to your Alt?
[2020/02/11 13:32] Rosie Gray: we are honest here and wouldn't do that with our alts
[2020/02/11 13:32] Lyubov (20180414): But current law specifically excludes alts from being citizens already.
[2020/02/11 13:33] Rosie Gray: yes, exactly Richie
[2020/02/11 13:33] Tanoujin Milestone: we have an inofficial alt list
[2020/02/11 13:33] Tanoujin Milestone: i have one, Gwyneth
[2020/02/11 13:33] Tanoujin Milestone: and so on
[2020/02/11 13:33] Richie Deschanel: One person cpuld a;ready own several parcels but we don't know
[2020/02/11 13:33] Tanoujin Milestone: it is public knowledge
[2020/02/11 13:33] Richie Deschanel: not necessarily
[2020/02/11 13:33] Rosie Gray: yes, but if they also wanted to share prims with their alt
[2020/02/11 13:34] Lyubov (20180414): Or, more precisely, one human, one citizen. The human may decide which account is the Citizen... See Leslie changing citizenship to Cathy recently.
[2020/02/11 13:34] Rosie Gray: could I have a group, tell that I want to be the citizen, but my alt is in the group not to be a citizen
[2020/02/11 13:34] Richie Deschanel: can't even log IP addresses with VPN's out there
[2020/02/11 13:34] Tanoujin Milestone: i see no harm in this
[2020/02/11 13:34] Tanoujin Milestone: we have this problem anyway
[2020/02/11 13:34] Richie Deschanel: Neither do I
[2020/02/11 13:35] Richie Deschanel: exactly
[2020/02/11 13:35] Lyubov (20180414): I see no problem with the group containing alts that are not citizens. I do so with my Lyuba group, with Oliver and Twitch as group members but not citizens.
[2020/02/11 13:35] Rosie Gray: right
[2020/02/11 13:35] Rosie Gray: but you aren't relying on them as landowners, I think
[2020/02/11 13:35] Tanoujin Milestone: some have done thi
[2020/02/11 13:35] Lyubov (20180414): No, I do not rely upon an alt to be a land owner.
[2020/02/11 13:35] Richie Deschanel: it is already open to abuse - this proposal doesn't make it any worse
[2020/02/11 13:36] Rosie Gray: and then, does this affect how many parcels we are allowed to own?
[2020/02/11 13:36] Awenbunny Lisle: there's just me. I'm too confused as one person
[2020/02/11 13:36] Rosie Gray: haha, Awen
[2020/02/11 13:36] Lyubov (20180414): The proposal allows the group to contain many members, only some of which are citizens.
[2020/02/11 13:36] Lilith Ivory: as it is also max 12 parcels per RL person
[2020/02/11 13:36] Tanoujin Milestone: same here Awen
[2020/02/11 13:36] Richie Deschanel: Yes, only me too
[2020/02/11 13:36] Rosie Gray: /me nods at Lilith
[2020/02/11 13:36] Rosie Gray: we could in theory have a group that has 3 citizens and they all own 12 parcels
[2020/02/11 13:37] Rosie Gray: but they are in fact only 1 person
[2020/02/11 13:37] Richie Deschanel: Yes Lillith but they could be one person and 11 undeclared Alts
[2020/02/11 13:37] Lyubov (20180414): The manual application process in the proposal is also a "check" on the proposed citizens. This gives the community an opportunity to challenge for cause, such as Estate banned individuals, and their alts...
[2020/02/11 13:37] Awenbunny Lisle: well if one person wants to pay that much rent to help out the place.. go for it
[2020/02/11 13:37] Lilith Ivory: we have no way to be certain who might be an alt of a citizen
[2020/02/11 13:37] Richie Deschanel: Is it really an issue?
[2020/02/11 13:37] Rosie Gray: it's not an issue now
[2020/02/11 13:38] Rosie Gray: but I remember well the days of stacked citizens by those that shall not be named
[2020/02/11 13:38] Tanoujin Milestone: did you know I am Rosies alt? She has four hands and eyes
[2020/02/11 13:38] Lyubov (20180414): I am happy that people buy land and that alts of people buy land :) If they are contributing citizens even better :)
[2020/02/11 13:38] Rosie Gray: haha
[2020/02/11 13:38] Tanoujin Milestone: and one and a half brain :P
[2020/02/11 13:38] Awenbunny Lisle: I'm going to need your credit card Richie..
[2020/02/11 13:38] Rosie Gray: well you might not say that if you remember the old days
[2020/02/11 13:39] Tanoujin Milestone: /me scratches head
[2020/02/11 13:39] Richie Deschanel: just not very democratic when it comes to voting
[2020/02/11 13:39] Rosie Gray: anyway, sorry I just thought to bring it up, as I just thought of this dynamic
[2020/02/11 13:39] Rosie Gray: yes, that's the point exactly
[2020/02/11 13:39] Richie Deschanel: Its a tough one
[2020/02/11 13:39] Lyubov (20180414): I don't want to be mico-managing group membership lists. If you can convincingly be two different people and you really want two parcels in your group...
[2020/02/11 13:39] Tanoujin Milestone: nono, better we make it as bulletproof as we can
[2020/02/11 13:40] Richie Deschanel: I don't think the proposal introduces any new risks
[2020/02/11 13:40] Rosie Gray: Lyubov doesn't remember the bad old days
[2020/02/11 13:40] Rosie Gray: I tend to agree, Richie
[2020/02/11 13:40] Lilith Ivory: /me agrees with Richie
[2020/02/11 13:40] Rosie Gray: but we can be cognizent of the potential
[2020/02/11 13:40] Rosie Gray: that's all ㋡
[2020/02/11 13:40] Lyubov (20180414): I prefer to rely upon the current qualification criteria for citizenship, that allows only one citizen per human, regardless of how many SL accounts, or "alts" this person may have.
[2020/02/11 13:40] Richie Deschanel: they are there anyway
[2020/02/11 13:40] Lyubov (20180414): yes, i am happy to have missed those days :)
[2020/02/11 13:40] Richie Deschanel: now you know why I kept out of it ;-)
[2020/02/11 13:41] Rosie Gray: ㋡
[2020/02/11 13:41] Tanoujin Milestone: .) CDS - a paradise for multiple personalities
[2020/02/11 13:41] Rosie Gray: noooo!
[2020/02/11 13:41] Lyubov (20180414): Ok, so we will exclude prim parcels as qualifying parcels for the number of allowed citizens...and we will defer the question of "alts" to current qualification criteria already in-place.
[2020/02/11 13:42] Richie Deschanel: (as an aside I found a picture of me in 2008 playing soccer for the Neufreistadt Beer Guzzlers ;-))
[2020/02/11 13:42] Lilith Ivory: /me smiles
[2020/02/11 13:42] Rosie Gray: :D
[2020/02/11 13:42] Lyubov (20180414): So nothing has changed Richie :)
[2020/02/11 13:42] Awenbunny Lisle: /me no surprise there..
[2020/02/11 13:42] Richie Deschanel: so true ...
[2020/02/11 13:43] Lyubov (20180414): So, what are our next steps to move this proposal forward?
[2020/02/11 13:43] Awenbunny Lisle: if i had a pound for every selfie with beer..
[2020/02/11 13:43] Tanoujin Milestone: we have to work on the texts of 16-3 and 4 :/
[2020/02/11 13:43] Rosie Gray: /me nods
[2020/02/11 13:43] Rosie Gray: need proposed language on the forums
[2020/02/11 13:43] Lyubov (20180414): I can attempt to draft a proposal and post it to the General board on the Forum, and allow for public comment.
[2020/02/11 13:44] Lyubov (20180414): or, should I directly attempt to draft proposed language for 16-3 and 16-4?
[2020/02/11 13:44] Tanoujin Milestone: hmmmm
[2020/02/11 13:44] Lyubov (20180414): and post this for discussion?
[2020/02/11 13:44] Richie Deschanel: the latter?
[2020/02/11 13:44] Rosie Gray: yes I think you should do that
[2020/02/11 13:44] Tanoujin Milestone: i think it is better to make a proposal that adds to the existing laws
[2020/02/11 13:44] Lyubov (20180414): agreed
[2020/02/11 13:44] Tanoujin Milestone: so we can retract this one when it does not work out
[2020/02/11 13:45] Tanoujin Milestone: and adapt the language of the other two
[2020/02/11 13:45] Richie Deschanel: i love positivity ...hehe
[2020/02/11 13:45] Rosie Gray: lol
[2020/02/11 13:45] Tanoujin Milestone: and I love not to tear down the bridges in my back ;)
[2020/02/11 13:46] Tanoujin Milestone: but you know, this is a bit above my abilities atm, so I would say, those wo are working on it should see what fits best
[2020/02/11 13:46] Tanoujin Milestone: done
[2020/02/11 13:47] Lyubov (20180414): I motion that the sponsor of this proposal, the LRA, draft language to update CDSL 16-3 and CDSL 16-4, to allow for individual tierbox owners of group-deeded land to be citizens, subject to the limited described in Option 2 in the RA Discussion, with the additional criteria that prim parcels are specifically excluded as qualifying parcels when considering the number of allowed citizens in a group.
[2020/02/11 13:47] Richie Deschanel: second
[2020/02/11 13:47] Lyubov (20180414): I wrote all that, and all I get is "second" :D
[2020/02/11 13:47] Lyubov (20180414): Thank you Richie.
[2020/02/11 13:48] Richie Deschanel: Veery well done!
[2020/02/11 13:48] Tanoujin Milestone: you will get an "aye from me if you call the vote
[2020/02/11 13:48] Lyubov (20180414): Any other comments before I call a vote?
[2020/02/11 13:48] Tanoujin Milestone: ;)
[2020/02/11 13:48] Lyubov (20180414): I hear none.
[2020/02/11 13:48] Lyubov (20180414): Please vote, that the sponsor of this proposal, the LRA, draft language to update CDSL 16-3 and CDSL 16-4, to allow for individual tierbox owners of group-deeded land to be citizens, subject to the limits described in Option 2 in the RA Discussion, with the additional criteria that prim parcels are specifically excluded as qualifying parcels when considering the number of allowed citizens in a group.
[2020/02/11 13:48] Richie Deschanel: aye
[2020/02/11 13:49] Tanoujin Milestone: aye
[2020/02/11 13:49] Rosie Gray: aye
[2020/02/11 13:49] Aidalina: is online.
[2020/02/11 13:49] Lyubov (20180414): Aye
[2020/02/11 13:49] Lyubov (20180414): Thank you, the motion carries.
[2020/02/11 13:49] Lyubov (20180414): I will post early draft language to the RA Discussion board, and I will appreciate help reviewing it and clarifying it, before it is posted to the General board.
[2020/02/11 13:50] Lyubov (20180414): Next agenda item, *8. General Announcements
[2020/02/11 13:50] Lyubov (20180414): I have several :)
[2020/02/11 13:50] Lyubov (20180414): CDS has renewed its sponsorship of Second Life Newser,
[2020/02/11 13:50] Lilith Ivory: bye all, I need to leave
[2020/02/11 13:50] Rosie Gray: bye Lilith
[2020/02/11 13:50] Richie Deschanel: Goodbye Lilith
[2020/02/11 13:51] Awenbunny Lisle: bye Lility
[2020/02/11 13:51] Lyubov (20180414): The Editor, Bixyl Shufftan welcomes any news ideas from all CDS citizens
[2020/02/11 13:51] Awenbunny Lisle: hmm fingers in wrong spot
[2020/02/11 13:51] Lyubov (20180414): You may submit story ideas to him directly via IM or Notecard
[2020/02/11 13:51] Lyubov (20180414): He will post weekly news stories for CDS and also more in-depth monthly feature articles.
[2020/02/11 13:51] Lyubov (20180414): I would appreciate any ideas and help with these feature article ideas.
[2020/02/11 13:52] Richie Deschanel: Duly noted
[2020/02/11 13:52] Lyubov (20180414): There is a recent post on Newser advertising our Thermae event, ... ermae.html
[2020/02/11 13:52] Rosie Gray: Once we get this new group citizenship law sorted out, that would make a good story
[2020/02/11 13:52] Lyubov (20180414): Indeed! He is ready and waiting! :)
[2020/02/11 13:52] Lyubov (20180414): Next, Almut Brunswick has volunteered to draft New Citizen documents.
[2020/02/11 13:52] Awenbunny Lisle: our long awaited parcel join dear
[2020/02/11 13:53] Rosie Gray: and an interview with you two to go with it!
[2020/02/11 13:53] Lyubov (20180414): Almut is a new citizen to CDS but a long time resident.
[2020/02/11 13:53] Lyubov (20180414): Yes, that would be great Richie and Awen :)
[2020/02/11 13:53] Richie Deschanel: I know the name
[2020/02/11 13:54] Lyubov (20180414): So, please help Almut with her new citizen documents, she will be posting drafts to the Forum. This will be very helpful for us to help explaining who we are to new and potential citizens.
[2020/02/11 13:54] Lyubov (20180414): Next, Government Question Hour, 16 February at 0900 SLT in the Chancellor’s office, ... 47/195/208
[2020/02/11 13:54] Lyubov (20180414): GQH will have at least one member of each brand of government in attendance.
[2020/02/11 13:55] Lyubov (20180414): I intend to be there to represent the RA, but all RA members are welcome to attend! :)
[2020/02/11 13:55] Lyubov (20180414): *branch of government...
[2020/02/11 13:55] Lyubov (20180414): Next LUC Meeting, Sunday 1 March at 1000 SL
[2020/02/11 13:55] Lyubov (20180414): Save the Date! 8 March at 1000 SLT, Celebration of International Women’s Day
[2020/02/11 13:56] Lyubov (20180414): I have some plans to celebrate 8 March, including a performance by Debauche, a very talented dance group.
[2020/02/11 13:56] Lyubov (20180414): NOTE: Daylight Savings Time starts in the US on 8 March. Events in SL will begin one hour earlier than usual.
[2020/02/11 13:56] Lyubov (20180414): The time change is always a problem...
[2020/02/11 13:56] Lyubov (20180414): Especially on an event day, like 8 please be aware.
[2020/02/11 13:57] Lyubov (20180414): That is all of my General Announcements. Does anyone else have something to add?
[2020/02/11 13:57] Lyubov (20180414): I hear none, thank you.
[2020/02/11 13:57] Lyubov (20180414): *9. Next Meeting
[2020/02/11 13:57] Lyubov (20180414): Two weeks, Saturday 22 February through Tuesday 25 February.
[2020/02/11 13:58] Lyubov (20180414): I would like to try for Sunday, 23 January, so the Chancellor may be able to join us....and possibly other citizens who may wish to comment on the group citizenship option.
[2020/02/11 13:58] Lyubov (20180414): I see four Doodle participants
[2020/02/11 13:58] Lyubov (20180414): Richie is not able to attend at all on Sunday
[2020/02/11 13:59] Rosie Gray: Saturday I can in the morning, but not past 12:30
[2020/02/11 13:59] Tanoujin Milestone: i am not available on Saturday
[2020/02/11 13:59] Tanoujin Milestone: out of town
[2020/02/11 13:59] Lyubov (20180414): I don't think Saturday is available to Emilia, I believe that she works.
[2020/02/11 13:59] Lyubov (20180414): On Sunday, I see Kyoko is only available at 0930 SLT and 1330 SLT
[2020/02/11 14:00] Rosie Gray: Sunday I'm not available past 12:30 then either
[2020/02/11 14:00] Rosie Gray: what about the 24th?
[2020/02/11 14:00] Lyubov (20180414): I don't see you on the Doodle Rosie?
[2020/02/11 14:00] Rosie Gray: no sorry didn't see it
[2020/02/11 14:01] Lyubov (20180414): Kyoko is only available Saturday morning and then those two times on Sunday, not at all Monday or Tuesday
[2020/02/11 14:01] Tanoujin Milestone: sorry, have to run... bye all
[2020/02/11 14:01] Richie Deschanel: Bye Tan
[2020/02/11 14:01] Rosie Gray: bye Tan
[2020/02/11 14:01] Tanoujin Milestone: :)
[2020/02/11 14:02] Lyubov (20180414): We are quickly running out of members to schedule the next meeting...
[2020/02/11 14:02] Rosie Gray: just doing the doodle now
[2020/02/11 14:02] Richie Deschanel: 24th?
[2020/02/11 14:03] Lyubov (20180414): Do we try for Sunday, when Richie cannot make it? Or perhaps Monday-Tuesday when Kyoko is not available?
[2020/02/11 14:03] Lyubov (20180414): I always prefer Tuesday over Monday, given a choice
