Ninth Representative Assembly Meeting of the 38th Term
Saturday, April 22, 2023, 11:30 SLT

1 Administrative Business

1.1 Approval of the Agenda
Motion to approve the agenda as presented. Jerry 1st, Sandy 2nd, all in favour, motion carried.

1.2 Review and approval of the Minutes of the Eight RA Meeting on March 25, 2023
Motion to approve the minutes as presented. Almut 1st, Gwyneth 2nd, all in favour, motion carried.

2 Executive Report

The Chancellor began by thanking Sandy for all her work bringing the CDS passport project to a successful conclusion. A new Bellisserian Bureau of Bureaucracy Embassy has been established in the Rathaus in Neufriestadt, within which is an information kiosk that administers the passport application process. A celebration event will take place Sunday 23 April. Information about the project was featured in a recent episode of GRID News as well as the BBB Gazette. Anecdotally, an increase in visitors and new citizens joining has been noticed, starting after the recent inclusion of CDS Equestrians and Alpine Meadow in the SL Destinations Guide. Moon also reported that the first Point of Hearing educational event with Joaquin Gustav has taken place, and the next one will be held at the Thermae in Colonia Nova. The Spring Ball has had to be rescheduled, but the Museum of Contemporary Art's 38th term exhibition, entitled REFLECTIONS, has opened, as well as a side exhibition curated by Kyoko on Women's Art.

3 Land-Use Commission Report

Sandy reported that the LUC Pro Tempore position is still vacant, but this is not expected to be an issue as Leslie, the current chair, doesn't anticipate problems with his attendance at the moment. At the recent meeting, the cable car transportation project was briefly discussed and remains ongoing, with Mizou offering to help with meshing. Leslie is reviewing the text of the covenants, and Sandy will update the Assembly with progress made as appropriate.

4 Old Business

4.1 Government Hours
A summary of the recent Q&A session held on 16 April in the Museum of Contemporary Art is on the Forum. The Assembly discussed the question of who could help with CDS social media activities in the future, as this is currently being handled by the already-busy Chancellor. This prompted a debate on how best to balance the activities of the Chancellor with the other roles within the Executive Branch. It was thought the CDS Chancellor Manual might be able to help with this. Regarding the Government Hours note-taking process, the Assembly wished to re-affirm its original interpretation of NL 7-1 Government Question Time Act that whoever chairs the meeting, writes the notes. And to remove a perceived ambiguity around the sharing of the notes on the Forum, it was suggested that Section 5 of the Act be amended.

5 New Business

5.1 SC Request for Retiring the CDSL 16-07 Scientific Council Affirmation Procedures Act
Motion to retire the CDSL 16-07 Scientific Council Affirmation Procedures Act. Almut 1st, Rosie 2nd, all in favour, motion carried. The Assembly wished to remind the Scientific Council that their Code of Procedure may also need updating, as indeed may their own.
