[06:20] Delia Lake: I agree with the agenda
[06:20] Covey Homewood: no objections
[06:20] Tor Karlsvalt: We will open the meeting up to the citizens after commissioners have had an opportunity to speak.
[06:21] Tor Karlsvalt: good. First order of business is our operating procedures.
[06:21] Tor Karlsvalt: There is a NC with the recommended procedures.
[06:21] Tor Karlsvalt: Do I hear a motion to accept these as our operating procedures?
[06:22] Widget Whiteberry: So move
[06:22] Delia Lake: I second
[06:22] Tor Karlsvalt: Second
[06:22] Delia Lake: :)
[06:22] Tor Karlsvalt: second?
[06:22] Tor Karlsvalt: sorry, that was a question.
[06:22] Delia Lake: yes second
[06:23] Tor Karlsvalt: Just for clarity, I will read them into the record.
[06:23] Tor Karlsvalt: Recommended procedures for RA Commissions

1. Commissioners can use various platforms to work: e.g. SL, skype, google docs & IM. Invite all available Commissioners to participate in planning agendas and drafting bills to be presented to the RA.

2. Establish rules at the outset for Commission meetings that include Citizens:

Comments and questions are welcome and citizens are reminded that inflammatory language will result in being ejected from the meeting.”

Meet in public space. Have SPR available so citizens can click when they wish to speak.

3. Some agenda items require vote only, or structured discussion or informal discussion
For each agenda item, Chair presents agenda item and asks commissioners for vote or comment.

Begin every meeting with a statement of Commission mandate per RA and agenda items to be covered.

Citizens are invited to speak to the agenda item once the Commissioners have completed their discussion.

4. Voting by Commissioners shall be done at inworld meetings and
[06:23] Tor Karlsvalt: transcripts published to the Forum.

5. If using the Forum, establish two topics, one for Commissioner input only, another for Citizens and Commissioners.

6. Before the Commission sends its final report to the RA, publish a penultimate draft to the forum and invite comments.

[06:23] Tor Karlsvalt: is there any discussion?
[06:23] Widget Whiteberry: /me reads
[06:23] Butterfli Summers: /me thinks i need to get a dictionary
[06:24] Covey Homewood: Seems reasonable to me.
[06:25] Delia Lake: do we have a SPR available? if not, will we?
[06:25] Tor Karlsvalt: Yes, I got one this morning. it is next to Widget.
[06:25] Widget Whiteberry: isn't the object in front of me one of these?
[06:25] Tor Karlsvalt: This one is black with a green band.
[06:25] Delia Lake: withdraw that. Q. small screen on this laptop, lol
[06:26] Tor Karlsvalt: vote on the procedure please
[06:27] Delia Lake: approve
[06:27] Widget Whiteberry: /me votes yes
[06:27] Covey Homewood: accepts procedure
[06:27] Tor Karlsvalt: ok, motion carries.
[06:27] Tor Karlsvalt: The SPR merely keeps a list of who the next speaker will be.
[06:29] Tor Karlsvalt: I ask that citizens not click the box until discussion is opened up for comments form the general attendees. I assure you that I will recognize comments from citizens but after commissioners have had a chance to speak.
[06:29] Tor Karlsvalt: one adds your name to the list by liking the black column and take one's name off the list by clicking a second time.
[06:30] Tor Karlsvalt: I cannot add my name to the list without taking everyone else off.
[06:30] Tor Karlsvalt: ok
[06:30] Tor Karlsvalt: next item is a definition of the scope of the commission.
[06:31] Tor Karlsvalt: Do I hear a motion to accept the scope as presented?
[06:32] Delia Lake: I move to accept the scope document as presented
[06:32] Tor Karlsvalt: second?
[06:32] Widget Whiteberry: second
[06:32] Tor Karlsvalt: good
[06:32] Tor Karlsvalt: I will read it into the record.
[06:33] Tor Karlsvalt:

As written in the CDS Constitution, the Chancellor serves as the executive of CDS, working to coordinate and plan community projects, this RA Commission is charged to:

(2a) review existing documentation regarding balance of power among the three branches of government,

(2b) assure that authority matches responsibility, and

(2c) recommend legislative if needed.

[06:33] Tor Karlsvalt: Any discussion from Commission members?
[06:33] Covey Homewood: I'm good.
[06:34] Widget Whiteberry: I think it covers everything
[06:34] Delia Lake: I'm good with this doc
[06:35] Tor Karlsvalt: ok, vote to accept this document please
[06:35] Widget Whiteberry: aye
[06:35] Delia Lake: I vote yes to approve
[06:35] Covey Homewood: aye
[06:35] Tor Karlsvalt: Motion carries.
[06:35] Covey Homewood: Yea, our first accomplishment as a commission!
[06:36] Tor Karlsvalt: :)
[06:36] Delia Lake: :)
[06:36] Widget Whiteberry: ‚òÜsmiles‚òÜ
[06:36] CLEOPATRA Xigalia: /me raises hand?
[06:36] Tor Karlsvalt: Cleo?
[06:36] CLEOPATRA Xigalia: I am curious about why you are not asking for any citizen participation before you vote or comments.
[06:37] CLEOPATRA Xigalia: done
[06:37] Pip Torok: /me politely applauds
[06:37] CLEOPATRA Xigalia: ( it is a question for Tor)
[06:37] Tor Karlsvalt: I am hopig to move forward as quickly as possible. But we can pause for citizen comments now. If anyone would like to make comments they can click the SPR.
[06:38] CLEOPATRA Xigalia: i had done before you voted.
[06:38] Tor Karlsvalt: cleo
[06:38] CLEOPATRA Xigalia: NO i would like to suggest that you always ask for CITIZEN participation before you vote. ty
[06:38] CLEOPATRA Xigalia: done
[06:38] Tor Karlsvalt: ok noted.
[06:38] CLEOPATRA Xigalia: /me smiles
[06:39] Tor Karlsvalt: Any more comments?
[06:39] Butterfli Summers: *raises hand*
[06:39] Tor Karlsvalt: Butterfli?
[06:39] Widget Whiteberry: Cleo needs to click the SPR again
[06:39] XD-Moderator Speaker List v2.36: Current Speaker is Now: Butterfli Summers
[06:39] Widget Whiteberry: it's red
[06:39] CLEOPATRA Xigalia: ty ww
[06:40] Butterfli Summers: It might be me, but your document may need bulletpoints or a and b on the rules to easily identify future revisions
[06:40] Butterfli Summers: done
[06:40] Butterfli Summers: just a suggestion
[06:41] Tor Karlsvalt: Ty Butterfli, there are numbers so we will have to use those.
[06:41] Tor Karlsvalt: please click the column if you are done speaking.
[06:41] Tor Karlsvalt: Ok, if there are no more comments we will move on to the next items.
[06:42] Tor Karlsvalt: This is mostly the job of dividing up labor.
[06:42] Tor Karlsvalt: First have the commissioners reviewed the list of items suggested for review?
[06:43] Widget Whiteberry: yes
[06:43] Widget Whiteberry: er, I have
[06:43] Delia Lake: yes
[06:43] Covey Homewood: yes
[06:43] Tor Karlsvalt: Is there a motion to accept this framework?
[06:44] Widget Whiteberry: So move
[06:44] Tor Karlsvalt: second?
[06:44] Delia Lake: I second
[06:44] CLEOPATRA Xigalia: /me raises hand
[06:45] Tor Karlsvalt: Is there any discussion about the method or an explanation of what is going to be required?
[06:45] Widget Whiteberry: yes
[06:45] CLEOPATRA Xigalia: yes
[06:45] Tor Karlsvalt: OK, we will hear from commissioners first.
[06:45] Tor Karlsvalt: Widget.
[06:46] Delia Lake: yes, me too
[06:46] Tor Karlsvalt: then Delia
[06:46] Widget Whiteberry: as I see it, this is an information gathering phase, so we can consider all the laws relevant to this part of the constitution
[06:46] Widget Whiteberry: rather, each of these parts of the constitution
[06:47] Widget Whiteberry: done, for now
[06:47] Tor Karlsvalt: ty, Delia
[06:48] Delia Lake: the layout of this section is what is addressed in the of the preamble and of Article II, the executive, of the constitution.
[06:49] Delia Lake: just for clarification. here is the url in case anyone wants to read the entire sections. http://portal.slcds.info/index.php/cds-constitution/
[06:50] Delia Lake: done for now
[06:50] Tor Karlsvalt: ty, Delia, I will make a note to make a link to the constitution available to al at future meetings.
[06:51] Tor Karlsvalt: Unless there are any more commissioners wanting to speak, I am opening this section up to citizen comments.
[06:51] Tor Karlsvalt: Cleo?
[06:51] Shep (shep.titian): hmmmmmmmmmmmmmmmmmmmmmm
[06:51] Tor Karlsvalt: btw, welcome Shep
[06:51] Shep (shep.titian): hi all
[06:52] CLEOPATRA Xigalia: just to clarify you are only voting now on how you will go forward with the commission....
[06:52] Shep (shep.titian): thx Tor
[06:52] CLEOPATRA Xigalia: and that if you see during the process
[06:52] CLEOPATRA Xigalia: that you need to change that you can and will ? done
[06:52] Tor Karlsvalt: Ty Cleo, Would anyone like to answer that question?
[06:53] Tor Karlsvalt: I see Delia typing.
[06:53] Tor Karlsvalt: in the interim, I am told that Mizou will not be able to make it today.
[06:53] Delia Lake: Cleo we can change how we address issues but we cannot change the constitution nor the laws nor the scope of the commission
[06:54] CLEOPATRA Xigalia: yes i was referring to the "method" used to define the powers.
[06:54] Delia Lake: our job is to recommend to he RA in an outcome report
[06:54] CLEOPATRA Xigalia: method .. of course is what i am refering to not the consitution 4 votes in the RA change that
[06:54] CLEOPATRA Xigalia: ty
[06:54] Delia Lake: the method to start is to review the constitution and laws as they are
[06:55] Delia Lake: done for now
[06:55] CLEOPATRA Xigalia: ok ty
[06:57] Tor Karlsvalt: If I may, yes, this item here is only to divvy up the work so that one or several of us will look for items relating to each power of the Chancellor and see what needs changing, if anything, bring the issues up to the commission which might eventually recommend a change to the law or constitution. I think Cloe, this is much like what we were hoping to have done last term.
[06:58] Tor Karlsvalt: Unless there is more discussion I will call for a vote on this plan.
[06:58] CLEOPATRA Xigalia: /me raises hand
[06:58] Tor Karlsvalt: Cleo?
[06:59] CLEOPATRA Xigalia: In reality this is constitutional.. is anyone consulting with the RA during the process .. the fact you will require 4 votes to pass, you put out a proposal that cant get 4 votes its a total waste of time.
[06:59] CLEOPATRA Xigalia: or you are just going to do your best to put out what you think ? done
[06:59] Tor Karlsvalt: Delia, can you answer?
[07:00] Delia Lake: we are tasked with writing a report with recommendations we might have if any. it is up to the RA to put together any possible bills or change in policy not up to this commission to gather political support for anything
[07:01] CLEOPATRA Xigalia: ok ty
[07:02] Tor Karlsvalt: ok
[07:02] Tor Karlsvalt: I am closing discussion.
[07:02] Tor Karlsvalt: Please vote on this plan, then we will divvy up assignments.
[07:02] Tor Karlsvalt: vote please?
[07:02] Widget Whiteberry: aye
[07:02] Delia Lake: I vote yes
[07:03] Covey Homewood: yes
[07:03] Tor Karlsvalt: ok motion passes.
[07:03] Tor Karlsvalt: Now we need to move on to the assignments.
[07:04] Tor Karlsvalt: Does anyone have preferences on areas where they would like to concentrate?
[07:05] Tor Karlsvalt: Delia?
[07:05] Delia Lake: yes
[07:05] Delia Lake: do you want me to specify the areas where I volunteer to explore and report?
[07:06] Tor Karlsvalt: yes, Delia if you can today.
[07:08] Delia Lake: Sec 1, The Chancellor; Sec 2, Powers of the Chancellor in 2 a, 2b, 2d, 2f.
[07:08] Delia Lake: I may volunteer to help on other sections but am willing to take the lead on these sections
[07:09] Delia Lake: also since she isn't here, I'd like to offer that Mizo is interested in working on section 2c
[07:09] Delia Lake: *Mizou
[07:09] Delia Lake: (apologies for slow typing. this laptop has a small screen and an awful keyboard)
[07:10] Tor Karlsvalt: Ok, Delia will be busy, thank you. I know we all welcome your experience with the laws and constitution. Thank you for informing us regarding Mizou.
[07:10] Tor Karlsvalt: Covey, do you have any area of interest right now?
[07:10] Delia Lake: more than 1 of us can work on a section
[07:11] Tor Karlsvalt: yes, thank you for reiterating that Delia.
[07:11] Covey Homewood: Well, I think I need to start out slow. So how about Sections 1a and 1b?
[07:12] Tor Karlsvalt: Sure, section one is really the Land Clause
[07:12] Covey Homewood: hmm
[07:12] Widget Whiteberry: Sorry, what is 1b?
[07:12] Tor Karlsvalt: sorry I mean 2A is
[07:13] Tor Karlsvalt: maybe 2A and 2B
[07:13] Widget Whiteberry: I'm looking at my worksheet and see not 1a or 1b
[07:13] Covey Homewood: (1a) review the duties assigned to the Chancellor by the Constitution and subsequent laws;

(1b) recommend clarifications and modifications to both existing laws and language in the Constitution so that the designated authorities, responsibilities and accountability are consistent with and support the assigned duties of the Chancellor;
[07:13] Covey Homewood: wrong document?
[07:13] Widget Whiteberry: Covey you are looking at the Scope of the Commission
[07:13] Covey Homewood: sorry
[07:13] Widget Whiteberry: smiles. easy to do
[07:13] Covey Homewood: I told you I need to start slow!
[07:14] Tor Karlsvalt: np
[07:14] Delia Lake: btw, I was running off the Agenda items doc as presented here today
[07:14] Tor Karlsvalt: yes, that oulines them.
[07:15] Tor Karlsvalt: I myself, would like to concentrate on
[07:16] Tor Karlsvalt: 2a and 2b right now.
[07:16] Widget Whiteberry: /me makes a note
[07:16] Tor Karlsvalt: Widget, as our secretary is going to keep us all in line and make notes for us.
[07:16] Widget Whiteberry: I'll continue as scribe and archivist and fill in where needed
[07:17] Widget Whiteberry: smiles
[07:17] Tor Karlsvalt: I suspect she will end up knowing more than anyone.
[07:17] Widget Whiteberry: I plan to continue learning from Delia
[07:18] Tor Karlsvalt: So we will keep these assignments open. We can all jump in were needed or as we get a better feel for the tasks expand our duties.
[07:18] Covey Homewood: Thank you Tor.
[07:19] Shep (shep.titian): Hi Em
[07:19] Em Warden (mothercard.warden): Hello all... so sorry, I couldn't make it any sooner
[07:19] Tor Karlsvalt: I do think we can report our findings to Widget who will keep things organized. Then we can make reports and recommendations at future meetings.
[07:19] CLEOPATRA Xigalia: hello Em .. :)
[07:20] Widget Whiteberry: /me nods
[07:20] Tor Karlsvalt: Does any commissioner have comments about this now?
[07:21] Delia Lake: nothing from me at the moment
[07:21] Widget Whiteberry: I think we're off to a good start. Tor when do you want preliminary report backs?
[07:21] Delia Lake: well, ty to Widget for volunteering to do the secretary and archiving
[07:22] Covey Homewood: I will work on 2e.
[07:22] Covey Homewood: If no one else is interested.
[07:22] Tor Karlsvalt: hmm, sooner probably better than later, perhaps we can at least keep the commission abrest of our work and then have recommendations beginning in two weeks.
[07:22] Tor Karlsvalt: ok covey noted.
[07:23] Tor Karlsvalt: I note half the term is over, and we do have some procedural hurdles involved.
[07:23] Tor Karlsvalt: So any comments from citizens?
[07:23] Tor Karlsvalt: please click the column.
[07:24] Tor Karlsvalt: cleo?
[07:24] Covey Homewood: Tor, If you want 2e, I will take 3.
[07:25] Tor Karlsvalt: ok done deal Covey
[07:25] Covey Homewood: :)
[07:25] Tor Karlsvalt: ok, I don't see any citizen comments so we can move on.
[07:26] Tor Karlsvalt: Here I just want to mention that I posted the hippo bill to the forums last week. There has been at least one comment.
[07:26] Tor Karlsvalt: I would like to discuss that among commissioners at the next meeting.
[07:26] Widget Whiteberry: /me makes a note
[07:27] Tor Karlsvalt: unless there is an objection that will be on the agenda.
[07:27] Covey Homewood: no objection
[07:27] Tor Karlsvalt: I think we can move onto the next meeting time?
[07:27] Tor Karlsvalt: Any preferences?
[07:28] Covey Homewood: Will we be meetin in one or two weeks?
[07:28] Widget Whiteberry: I'm unavailable next Friday mid-morning -Monday
[07:29] Widget Whiteberry: Can we meet early the following week?
[07:29] Tor Karlsvalt: Do want to shoot for the 28th?
[07:29] Widget Whiteberry: I'm getting used to the 5:30 am bell
[07:29] Tor Karlsvalt: or during the week?
[07:29] Covey Homewood: MWF mornings do not work for me.
[07:29] Tor Karlsvalt: Mid-week is difficult for Mizou, being European.
[07:30] Widget Whiteberry: two weeks gives us a lot of time to complete these assignment
[07:30] Covey Homewood: The 28th works for me.
[07:30] Widget Whiteberry: I can make it work
[07:30] Tor Karlsvalt: well if you guys want to meet during the week that is ok, but I probalby can't make a morning meeting.
[07:30] Tor Karlsvalt: Perhaps Delia could Chair in my absence.
[07:30] Delia Lake: /me is looking at her calendar
[07:31] CLEOPATRA Xigalia: wait ..
[07:31] Tor Karlsvalt: or the 27th
[07:31] Widget Whiteberry: Tor, are you unavailable on the 28th?
[07:31] Tor Karlsvalt: that is a Saturday
[07:31] Delia Lake: I could chair if the other 4 of us could make the meeting. I would not want to schedule when only 3 could be here if we can avoid that
[07:31] Widget Whiteberry: or 27th?
[07:31] Tor Karlsvalt: No, I would be unavailable during the weekdays.
[07:32] Covey Homewood: both the 27th and 28th work for me.
[07:32] Tor Karlsvalt: I like the early morning Sat or Sunday meetings.
[07:32] CLEOPATRA Xigalia: coughs
[07:32] Tor Karlsvalt: And I don't have to work OT, I hope.
[07:32] Tor Karlsvalt: Cleo?
[07:32] CLEOPATRA Xigalia: i do hope that you refrain from making all meetings on sunday mornings as you know why
[07:32] CLEOPATRA Xigalia: and last week you said you wont
[07:33] CLEOPATRA Xigalia: done
[07:33] Widget Whiteberry: Notes that some of us worship on Saturdays
[07:33] Delia Lake: both 27 and 28 early morning works for me
[07:33] CLEOPATRA Xigalia: right so vary the times
[07:33] Tor Karlsvalt: ty, I only quickly went two weeks from today, But the 27th is ok with me.
[07:33] CLEOPATRA Xigalia: and days so everyone can attend
[07:33] Covey Homewood: Notes that we have been discussing many different days, including week days and weekends.
[07:33] Widget Whiteberry: perhaps we should check in with Mizou before setting the time
[07:34] Tor Karlsvalt: Would 6AM, Sat. Sept 27th work for eveyone. I think Mizou might be able to make that day.
[07:34] Widget Whiteberry: Can we agree on the 27the or 28th?
[07:34] Covey Homewood: Currently, my only time restrictions are MWF mornings.
[07:34] Delia Lake: she has said before that generally weekends work for her. perhaps we can set this time and then if we have to we can change
[07:34] Covey Homewood: either works for me.
[07:35] Widget Whiteberry: And Tor has no weekday mornings
[07:35] Tor Karlsvalt: Thanks Covey and I am open to different times too, but no weekday mornings.
[07:35] Delia Lake: just in planning ahead, I will be unavailable the entire weekend of Oct 11-12
[07:35] Widget Whiteberry: How about Saturday 6am subject to change per Mizou
[07:36] Tor Karlsvalt: that works for me, that is Sept 27th.
[07:36] Widget Whiteberry: Sat the 27th
[07:36] Covey Homewood: Most weekday evenings are open for now. But, that will change in late October.
[07:36] Delia Lake: no internet access that weekend for me
[07:36] Tor Karlsvalt: ouch

[07:37] Widget Whiteberry: So we'll skip that weekend
[07:37] Covey Homewood: Sat. Sept. 27 @ 6 am slt works for me.
[07:37] Widget Whiteberry: I'll sketch out a little calendar and share it with the commissioners

[07:37] Tor Karlsvalt: Sept.

[07:38] Delia Lake: we are skipping sept 20 and going for sept 27
[07:38] Widget Whiteberry: noted
[07:38] Tor Karlsvalt: Well we might have to accept that one of us will be missing at any given time.
[07:39] Tor Karlsvalt: If I can't make it, I would prefer Delia chair, perhaps we can add this to the agenda next meeting.
[07:39] CLEOPATRA Xigalia: nods
[07:40] Tor Karlsvalt: Cleo, did you have a comment?
[07:40] Delia Lake: that is agreeable to me
[07:40] Widget Whiteberry: /me makes a note
[07:40] CLEOPATRA Xigalia: nope
[07:40] Tor Karlsvalt: oh ok
