This is the text of the notecard delivered to both candidates, in-world.

Chancellor's Debates

Wednesday May 20th @ 3 PM SLT
The Amphitheatre in Colonia Nova

The purpose of our debates is to assist citizens of CDS in making informed decisions in their voting – it's really all about them, not you :). To assist in this, the debate will be transcripted and published on the Forums, as will any citizens' questions that are not answered at the debate, due to time constraints.

I suggest that you prepare as much of your content as possible on a notecard beforehand, so that you can cut and paste. Since there are time limits in place, this will ensure that you get what you want to say out there. It may also be helpful to keep a notecard open to jot down your thoughts etc for rebuttal time – but please be careful to keep those thoughts from falling into the main chat during your opponent's time to speak.

Time limits are in place to ensure that you both are heard equally and to limit the debate to 90 minutes.

The Moderator will identify which candidate presents first, and will then switch back and forth between you; each of you will have the first or last word at some point in the debate.

Format:

3 minutes per candidate to present their personal platform.
(Please avoid a large text dump of your whole platform in one post. Cutting and pasting in 5-6 line segments assists reading for many)

Moderator's questions: provided in advance for efficiency, so that you can prepare your answers ahead of time

For each numbered question: 2 minutes per candidate to answer the question

Linden Labs has announced that SL 2.0 is in development, and there has been some Forum discussion about the impact on CDS and the possibility of becoming active on other grids.

Q1.Do you intend to establish a CDS presence on other grids? If so, please describe how you plan to do so, and if not, please explain why.

There has been much discussion of a marketing plan to promote CDS and increase the number of citizens. 'Develop a marketing plan' is a very broad and vague description.

Q2. What elements do you intend to include in any plan to market CDS, where do you intend to market CDS and what do you consider a reasonable cost to do so? How will you evaluate 'success' of any marketing plan?

Many Chancellor's have identified the challenge of getting citizens involved in activities - whether to help plan events or to attend them when offered. As there can be a cost to CDS of providing entertainment or staging events, lack of participation can be seen as a concern.
Q3. How will you encourage participation in event planning and attendance at events?

The issue of communication is a frequent topic of discussion.

Q4. How do you intend to ensure clear communication with the citizens of CDS and with other arms of government? What level of transparency do you believe is appropriate for the activities of the Chancellor, to balance citizens' 'right to know' with citizen's 'right to privacy'.

There will be a 5 minute break after these questions so that you can prepare your notes for rebuttal time.

Rebuttal time:

Each candidate will have 4 minutes of time for rebuttal, confirmation, clarification, or to provide additional information related to the previous questions.

Question to your opponent:

Each of you is asked to provide a question for your opponent, in IM, to the moderator, at the end of the 5 minute break.Please ensure that your questions are focused on issues, not personalities. The moderator will pass your question to your opponent to allow each of you a few minutes during the rebuttal time to consider your answers.

You will be asked to present your question and your opponent will receive 3 minutes to answer. There will be no rebuttal time to each question; time for rebuttal is allotted at the end of the debate.

Questions from the audience:

Questions will be collected by a designated avatar and questions will be presented in the order they are received; the number of questions will depend on the time available and any that are not presented will be posted on the Forums. All questions will be answered by both candidates.The keeper of the questions will combine questions where there are repetitions and will identify whom the question came from, and will also keep a transcript of the debate for publication on the Forums.

Each candidate will have 2 minutes to address each question.

There will be no individual rebuttal time on each question, but candidates will be given 5 minutes at the end of the questions for any overall rebuttals, clarifications, and concluding remarks.

This format should mean a 90 minute event, gods willing and the creek don't rise. If you find that you have time left over at any point, feel free to indicate that you are finished – any time saved earlier can be used for additional questions from the audience.

People often say that, in a democracy, decisions are made by a majority of the people. Of course, that is not true. Decisions are made by a majority of those who make themselves heard and who vote -- a very different thing.
