The revised Forum moderation guidelines have been posted here:

This revised document has been reviewed by all moderators and administrators of the Forums.
While these Forums have always been intended to provide a place for wide-ranging debate and discussion, it has become increasingly clear that many participants are unwilling or unable to maintain civil discussions based on issues. Multiple Forum users have requested revised and increased moderation; since the previous Forum Moderation Guidelines dated from 2007, they have been revised and updated.
In addition to the posting of these revised moderation guidelines, a number of Forum users will receive notifications that their recent posting behaviour contravenes these guidelines and that continuing to post in that manner will result in sanctions.
The moderators hope that all Forum users will read the revised moderation guidelines, consider their own posts in recent months, and modify their own posting behaviour if necessary.
