We'll start publishing the Schloss documents here, otherwise we'll never get this forward :)

The Rationale is stable for a long while, and it will published right away. We will endeavour to publish the other sections asap as well.

Reasons for addressing this proposal;
Analysis of current situation

The Schloss is one of the oldest buildings in the Neufreistadt sim. The existing structure as of Nov 2009 has five creators at least: Kendra Bancroft, Sudane Erato, Samantha Fuller, Lillith Ivory, and Sleazy Writer - not counting with bought content such as furniture, etc. The permissions of the items done by KB are insufficient - this has been a standing problem for years. The permissions of objects by the other creators need also to be checked.
Insufficient permissions prevent the full possession of the building by the CDS, which stops the CDS from being able to modify or move the structure. In the case of KB's objects, she is sadly not available any more to grant permissions on them.

As to the needs of modification to the structure, they are obvious: this building was firstly thought as a private residence, and many parts dedicated to this function still remain. But through its 4 years, its usage has evolved. Being an iconic structure in the sim, its functions nowadays are public functions, related to the events policy of the CDS. Being unable to modify the structure in its whole means that the building can't be successfully adapted to its evolving usage, not to mention that its adaptability to future activities is also risked.
Also, as the CDS grows, and specially as the City of Neufreistadt is expanded eastwards, advantage can be taken of more space: a Schloss that spans the NFS-NFS East crossing could allow the CDS to hold events there in a bigger scale.

In any case, there has been tentative work on the build. Though the volunteer effort was admirable, it was done without a programme that would respond to its evolving usage. This has resulted in the creation of further spaces that don't correspond to the needs of usage of the build. At the same time, the volunteer work was done without a clear policy of fair compensation and definition of rights, which has of late resulted in conflicts over the structure. These have revealed that the wish to alter the structure may resolve in further conflict, and that in a way the creators involved consider that the building is 'their' property, resenting new structures and modifications.

To resume: the existing build is a patchwork of inherited structures, which no longer answer its functional needs, and actually prevent the expansion of its usage. It is also an assembly of prims with several owners, and the permissions as a whole are undefined. Its IP statute isn't defined either. All these difficult in extreme the modification of the current structure.

Furthermore, the recent conflicts over the structure imply that to alter only parts of it may result in discontentment from the creators of those parts. This is a situation which is better be avoided. Considering also that it will be extremely difficult to move the Schloss to take advantage of the NFS-NFS East crossing, and that in any case, the existence of pre-structures may be difficult to overcome when trying to define new spaces, this proposal will address a completely new structure.

So that work can start as soon as possible, we propose to create a modular structure, so that the parts falling inside the NFS sim can be built independently of the expansion towards NFS East. Careful consideration of the modularity will be needed, and will be presented in the final proposal as well.
