[12:03] Lyubov (20180414): Thank you, the minutes have been approved.
[12:03] Lyubov (20180414): Next, *2. Executive Report
[12:03] Lyubov (20180414): Chancellor Emilia has submitted a report via notecard.
[12:04] Lyubov (20180414): The notecard is attached to the most recent agenda that was sent out.
[12:04] Lyubov (20180414): I will enter it now into the record.
[12:04] Lyubov (20180414): Executive Report to the RA, 10 March 2020
[12:04] Lyubov (20180414): The six separate sims of CDS have never looked better than they do in the light of this spring, March 2020. The roads and bridges of Alpine Meadow outline a fresh array of newly defined parcels, along with scenic waterfall and a carpet of chamomile in the meadows.
[12:04] Lyubov (20180414): The Confederation of Democratic Simulators is sound and financially stable with Citizens most recently counted at 56, but that would have been a bit higher had not a couple of patrons not been temporarily late on Tier. Please remember that when the Citizen roll is taken, the count will only include those up to date on Tier.
[12:05] Lyubov (20180414): On that note, I would like to remind of the final consideration of the Citizen list now approaching. I have only just published it inworld this past Sunday, a week late after the forum announcement, so due to my error and delay, the time to appeal to the Secretary is extended to allow the 14 days:
[12:05] Lyubov (20180414): Any citizen may challenge inclusions or exclusions within 14 days of publication, by notecard to Lilith Ivory, the Dean of the SC. Where no challenges have been received, or once any challenges have been resolved, the Citizen List will be declared accurate and official.
[12:05] Lyubov (20180414): CDS personifies the mutual and balanced efforts of male and female citizens, animals and people, personalities and intelligence, pulling together for a decade and half of another.
[12:06] Lyubov (20180414): We were able to present International Women’s Day on March 8th with a full day of entertainment in Locus Amoenus, where we enjoyed the Debauche dance company, Dj Babe and AleyKat who sang us out with her melodic sound. Visitors were able to immerse in our space and contemplate the role of women, now and over the decades.
[12:06] Lyubov (20180414): I am grateful for the incredible amount of work and effort required to bring this together, and thank you, Lyubov, for the personal focus and generosity that produces such a memorable event.
[12:06] Lyubov (20180414): I want to thank everyone who came, and of course, thanks to everyone for their individual contributions, including Rosie’s art, Kyoko’s inclusion of posters from previous Celebration of SL Women posters, and of course, for all the work that Sudane, Mizou and Delia do continuously. Your energy springs forth like waterfall over our sims.
[12:06] Lyubov (20180414): In these disquieting times we slip like shadows in the outer world, reaching for that odd hour of contemplation on a perfect, unbroken experience among our kindred from around the world in CDS.
[12:07] Lyubov (20180414): Soro Dagostino, my partner and member of our SC, has visited recently, and communicates occasionally by email.
[12:07] Lyubov (20180414): He wishes to convey his affection and devotion to the group, and hopes to find a way to view this world with technology again, but I think we all may take heart in the lasting friendships and heart strings we find in this singular group, and the comraderie that comes with building our separate peace, season after season.
[12:07] Lyubov (20180414): Best Regards,
Your Chancellor Emilia
10 March 2020
[12:07] Lyubov (20180414): done.
[12:07] Lyubov (20180414): Thank you Chancellor Emilia!
[12:07] Rosie Gray: ㋡
[12:08] Lyubov (20180414): As a reminder, Next Government Question Hour, Sunday 15 March at 0900 SLT; summary of 16 February GQH at http://forums.slcds.info/viewtopic.php? ... 363#p49363
[12:08] Lyubov (20180414): Our next agenda item is *3. LUC Report
Minutes 1 March meeting, http://forums.slcds.info/viewtopic.php?f=67&t=9409
[12:09] Lyubov (20180414): Rosie, could you present the LUC report please?
[12:09] Rosie Gray: thank you Lyubov
[12:09] Rosie Gray: the LUC continues to work on Alpine MEadow. The proposed covenant is updated. We are working on some wayfinding signage for AM that will really help people find their way around.
[12:10] Rosie Gray: there is an issue with the Chancellor's representative though, in that she doesn't have one
[12:10] Rosie Gray: so I would encourage anyone who is interested in coming on to the LUC to ask Emilia
[12:11] Rosie Gray: we really do need to have that person on board to help with decisions
[12:11] Rosie Gray: done
[12:11] Lyubov (20180414): Has the Chancellor sent out a public notice, asking for interested people to contact her about the LUC position?
[12:11] Rosie Gray: not that I know of, Lyubov
[12:11] Lyubov (20180414): Thank you Rosie
[12:11] Rosie Gray: but I know she has approached at least one person who she thought might be interested, but they declined.
[12:12] Lyubov (20180414): As you said, the LUC is a vital part of CDS and I am sure many would be honored to be a member.
[12:13] Lyubov (20180414): Are there any questions for Rosie about the LUC? We will discuss the updates to the AM covenant shortly in Old Business.
[12:13] Tanoujin Milestone: sadly RA members should not pick up the Job
[12:13] Tanoujin Milestone: so we have to pass ;)
[12:13] Kyoko Furse-Barzane (samara.barzane): Just a big thank you for the amazing transformation of AM :)
[12:13] Tanoujin Milestone: done
[12:13] Lyubov (20180414): Indeed Kyoko!
[12:14] Rosie Gray: ㋡
[12:14] Lyubov (20180414): Thank you Rosie. Our next agenda item is 4. Citizen Concerns. Would any citizen like to share something at this time?
[12:14] Lyubov (20180414): I hear none.
[12:14] Lyubov (20180414): Next, *5. RA member concerns. Would any RA member like to share something at this time?
[12:15] Richie Deschanel: not me
[12:15] Kyoko Furse-Barzane (samara.barzane): nor I
[12:15] Rosie Gray: not me either
[12:15] Tanoujin Milestone: nope
[12:15] Lyubov (20180414): Thank you RA members.
[12:15] Lyubov (20180414): Next, *6. Old Business
[12:15] Lyubov (20180414): We have a few items today to discuss.
[12:16] Lyubov (20180414): First, 6.1 Discuss draft Alpine Meadow covenant, http://forums.slcds.info/viewtopic.php?p=49428#p49428
[12:16] Lyubov (20180414): That links directly to the latest draft posted today by Rosie.
[12:16] Lyubov (20180414): Rosie, would you like to describe the changes to us?
[12:17] Rosie Gray: sure
[12:17] Rosie Gray: mostly the proposed changes are updates to reflect the new reparcelling
[12:18] Rosie Gray: I've highlighted everything in blue so it's easy to pick out
[12:18] Lyubov (20180414): Yes, the blue is a great help, thank you!
[12:18] Rosie Gray: I had a look today at some of the other older parcels that are persistently empty
[12:18] Rosie Gray: although this is LUC business, just to let you know: https://gyazo.com/97424e8b4babb7b629f1cccf40d4e3b6
[12:19] Rosie Gray: if you have a look at that image you can see the 5 parcels in a row, one of them being the MExana Monica
[12:19] Rosie Gray: the 3 small parcels right next to it are 512 each, but long and skinny
[12:19] Rosie Gray: they used to have some prefabs on them made by someone many years ago
[12:20] Kyoko Furse-Barzane (samara.barzane): is that the right image?
[12:20] Rosie Gray: I think they are difficult to build on
[12:20] Lyubov (20180414): Yes, is this the correct image?
[12:20] Rosie Gray: https://gyazo.com/97424e8b4babb7b629f1cccf40d4e3b6
[12:20] Rosie Gray: well not sure what you're seeing, lol
[12:20] Richie Deschanel: they are slim
[12:20] Rosie Gray: do you see a shot of AM from above?
[12:20] Lyubov (20180414): Oh I see, the border for the third skinny parcel is green to hard to see
[12:20] Rosie Gray: yes they are hard to see
[12:21] Richie Deschanel: has the LUC considered merging?
[12:21] Rosie Gray: some time ago in the LUC we talked about changing these parcels too because they are difficult, so I was reminded of this when looking again regarding the Covenant
[12:21] Lyubov (20180414): Yes, you had some concern about older parcels. Where the new ones don't need a setback, because of the public space surrounding, the older ones do. How did you address this?
[12:22] Rosie Gray: right, well the old version of the covenant mentions these parcels with the prefabs being on them
[12:22] Rosie Gray: when I looked at them again, thinking of setbacks etc.
[12:22] Rosie Gray: if you required a setback of 4m from adjacent parcels, you would hardly have any place to put a building... it wouldn't work
[12:23] Rosie Gray: so I think these parcels need reviewing by the LUC again to decide what to do
[12:23] Lyubov (20180414): right, a 16x32, 512sqm parcel gives you a super-skinny 8m wide shed
[12:23] Rosie Gray: yes exactly
[12:24] Rosie Gray: so, thinking about this I didn't provide for anything special about them in the proposed covenant, because obviously they need dealing with
[12:24] Elbag (elbag.gable) is offline.
[12:24] Rosie Gray: they are D plots, I think
[12:25] Lyubov (20180414): Ok, so the new covenant is valid, and these old parcels will be addressed separately by the LUC, with potentiallly reparceling to make them more feasible?
[12:25] Rosie Gray: yes that's how I see it
[12:25] Lyubov (20180414): That sounds fair.
[12:25] Tanoujin Milestone: thanks for explaining
[12:25] Rosie Gray: I do think it's important to get the new covenant in place because of the new higher up parcels
[12:25] Richie Deschanel: that sounds a good way forward
[12:26] Kyoko Furse-Barzane (samara.barzane): agreed
[12:26] Lyubov (20180414): My only other question was referring to AM as "triple prim"
[12:26] Rosie Gray: oh... didn't know quite how else to put it
[12:26] Tanoujin Milestone: is quite clear to me is the prim bonus = 3 ?
[12:26] Lyubov (20180414): Right, that makes sense, based on the normal prim allowance for a 20k region, right?
[12:27] Rosie Gray: I think so
[12:27] Lyubov (20180414): It's technically a 2x prim bonus, but it's a 30k prim region....
[12:27] Tanoujin Milestone: ha!
[12:27] Rosie Gray: it's a bit tricky!
[12:28] Lyubov (20180414): I'm fine with it, on that 20k region basis. Or "quad prim" on the old 15k region basis!
[12:28] Tanoujin Milestone: why don*t we write "AM is a 30 K prim Region with a prim bonus of 2"?
[12:29] Kyoko Furse-Barzane (samara.barzane): Well we need to be consistent with how the other covenants and the about land handle it
[12:29] Lyubov (20180414): I like that even better Tan
[12:29] Rosie Gray: that sort of wording doesn't go into the About Land info
[12:29] Tanoujin Milestone: hehehe
[12:29] Tanoujin Milestone: ic
[12:30] Lyubov (20180414): The key part is that the covenant clearly states, " e.g., a 512 m2 parcel is allocated 468 prims."
[12:30] Rosie Gray: Sure we could use that wording, and still leave the e.g., .... bit
[12:30] Kyoko Furse-Barzane (samara.barzane): Ive seen it on the covenant page, someplace
[12:30] Richie Deschanel: all purchasers want to know is how many prims they have to play with
[12:30] Lyubov (20180414): Yes, definitely keep the "eg" bit
[12:30] Rosie Gray: yes it goes on the website, but not in the About Land
[12:30] Tanoujin Milestone: that is true, richie
[12:30] Kyoko Furse-Barzane (samara.barzane): but I'm just suggesting that we stay consitent with how LL phases it, if they do
[12:30] Lyubov (20180414): I like to be clear.
[12:30] Kyoko Furse-Barzane (samara.barzane): done
[12:31] Rosie Gray: oh I see what you mean
[12:31] Rosie Gray: hmmm
[12:31] Rosie Gray: they refer to 'object bonus'
[12:31] Kyoko Furse-Barzane (samara.barzane): yes
[12:32] Rosie Gray: I think it doesn't matter that much as long as people understand they're getting a lot more prims than without the bonus
[12:32] Richie Deschanel: agree
[12:33] Rosie Gray: so, what would you all like to see there?
[12:33] Lyubov (20180414): Yes exactly, that's an important feature
[12:34] Lyubov (20180414): I think Tan said it well. Alpine Meadow is a 30k LI region offering a 2x parcel bonus. For example, a 512sqm parcel has 468 LI.
[12:34] Kyoko Furse-Barzane (samara.barzane): OMG
[12:34] Kyoko Furse-Barzane (samara.barzane): I remember 117 LOL
[12:34] Rosie Gray: okay let me insert that wording in now
[12:35] Richie Deschanel: I agree that wording is good
[12:35] Rosie Gray: if you refresh your page, you can see it updated
[12:36] Lyubov (20180414): You're quick! Looks great!
[12:37] Lyubov (20180414): I would like to motion to approve the updated Alpine Meadow covenant, as detailed in the post http://forums.slcds.info/viewtopic.php?p=49428#p49428
[12:37] Tanoujin Milestone: second
[12:37] Lyubov (20180414): Thank you Tan.
[12:37] Lyubov (20180414): Are there any more comments or questions before we proceed to a vote?
[12:38] Lyubov (20180414): I hear none.
[12:38] Lyubov (20180414): Please vote to approve the updated Alpine Meadow covenant, as detailed in the post http://forums.slcds.info/viewtopic.php?p=49428#p49428
[12:38] Lyubov (20180414): Aye
[12:38] Kyoko Furse-Barzane (samara.barzane): aye
[12:38] Rosie Gray: aye
[12:38] Richie Deschanel: aye
[12:38] Tanoujin Milestone: aye
[12:38] Rosie Gray: yay!
[12:38] Lyubov (20180414): Thank you, the motion carries.
[12:38] Lyubov (20180414): Thank you Rosie!
[12:38] Rosie Gray: ㋡
[12:39] Lyubov (20180414): Our next item is 6.2 Discuss update CDSL 16-03, full draft text at http://forums.slcds.info/viewtopic.php?p=49395#p49395
[12:39] Lyubov (20180414): This draft has been posted to the forum since just before our last RA meeting, two weeks ago.
[12:40] Lyubov (20180414): Lilith offered some valuable suggestions, which have been included.
[12:40] Lyubov (20180414): This most recent draft has been posted for a week now.
[12:40] Richie Deschanel: I have read it and find it acceptable - well done Lyubov
[12:40] Lyubov (20180414): Thank you Richie.
[12:41] Kyoko Furse-Barzane (samara.barzane): looks good to me
[12:41] Tanoujin Milestone: :) the first sentence of the preamble is a bit hard to understand, but i do not care :D
[12:41] Kyoko Furse-Barzane (samara.barzane): LOL
[12:41] Rosie Gray: :D
[12:41] Lyubov (20180414): I didn't attempt to fix the preamble!
[12:41] Tanoujin Milestone: np
[12:42] Lyubov (20180414): But at Lilith's request, I did remove "hencefoth" and "heretofor" and "whence" and so on! lol
[12:42] Kyoko Furse-Barzane (samara.barzane) grins
[12:43] Rosie Gray: :D
[12:43] Richie Deschanel: smiles
[12:43] Rosie Gray: yes we don't need legalese like that!
[12:43] Lyubov (20180414): Olde English roleplay legalese!
[12:44] Kyoko Furse-Barzane (samara.barzane): well the first paragraph is unintewlligible LOL
[12:44] Kyoko Furse-Barzane (samara.barzane): but the rest is fine
[12:44] Kyoko Furse-Barzane (samara.barzane): done
[12:45] Lyubov (20180414): shoudl we perhaps strike the entire Preamble section? Simply begin with Section 1?
[12:45] Tanoujin Milestone: I have an idea
[12:45] Lyubov (20180414): Yes Tan?
[12:45] Tanoujin Milestone: make two sentences of it, so it is easier to find the verb
[12:45] Tanoujin Milestone: momnent....
[12:46] Tanoujin Milestone: CDSL 13-10, Citizenship Bill, attempted to define more precisely the link between citizenship and land established as a fundamental principle in the Constitution of the Confederation of Democratic Simulators (CDS) in its Article VI – Citizenship
[12:46] Rosie Gray: 13-10 is in the 'Archaic' section now
[12:46] Lyubov (20180414): Yes, that too Rosie!
[12:46] Tanoujin Milestone: that is the first sentence
[12:46] Rosie Gray: it does make sense to me, that sentence
[12:46] Tanoujin Milestone: second: It tried to establish guidelines on how to incorporate the citizenship grant made to citizens who used previous laws to become citizens without a direct relationship with land ownership.
[12:48] Tanoujin Milestone: CDSL 13-10, Citizenship Bill, attempted to define more precisely the link between citizenship and land established as a fundamental principle in the Constitution of the Confederation of Democratic Simulators (CDS) in its Article VI – Citizenship.
[12:48] Tanoujin Milestone: It tried to establish guidelines on how to incorporate the citizenship grant made to citizens who used previous laws to become citizens without a direct relationship with land ownership.
[12:48] Tanoujin Milestone: done
[12:48] Richie Deschanel: That makes sense to me
[12:48] Lyubov (20180414): Ok, Tan, so the entire Preamble should be these two sentances?
[12:48] Kyoko Furse-Barzane (samara.barzane) nods
[12:48] Kyoko Furse-Barzane (samara.barzane): Thank you Tan :)
[12:49] Tanoujin Milestone: nono, then we go on like before
[12:49] Tanoujin Milestone: However, etc
[12:49] Rosie Gray: I don't really understand what you are proposing, Tan
[12:49] Richie Deschanel: nods
[12:49] Tanoujin Milestone: I made two sentences of it to make it easier to find the verbs ;)
[12:49] Rosie Gray: oh I see
[12:49] Rosie Gray: ㋡
[12:50] Rosie Gray: Do we need to refer to an archaic law?
[12:50] Tanoujin Milestone: preamble is always good
[12:50] Richie Deschanel: it sets the scene
[12:50] Rosie Gray nods
[12:50] Lyubov (20180414): It doesn't hurt to refer to the history
[12:50] Rosie Gray: okay, fair enough
[12:50] Tanoujin Milestone: you remember the UNO preambles?
[12:51] Lyubov (20180414): Here is a post with the updated preamble included, http://forums.slcds.info/viewtopic.php? ... 430#p49430
[12:51] Tanoujin Milestone: they make me laugh everytime i see them
[12:51] Rosie Gray: I do not, Tan!
[12:51] Rosie Gray: that's much better, Lyubov
[12:51] Lyubov (20180414): Well, thanks to Tan!
[12:52] Tanoujin Milestone: yvw :)
[12:52] Rosie Gray: yes!
[12:52] Lyubov (20180414): I motion that we approve the update to CDSL 16-03 as posted to http://forums.slcds.info/viewtopic.php? ... 430#p49430
[12:52] Richie Deschanel: second
[12:53] Lyubov (20180414): Thank you Richie.
[12:53] Lyubov (20180414): Are there any further comments or questions before we proceed to a vote?
[12:53] Lyubov (20180414): I hear none.
[12:54] Lyubov (20180414): Please vote to approve the update to CDSL 16-03 as posted to http://forums.slcds.info/viewtopic.php? ... 430#p49430
[12:54] Kyoko Furse-Barzane (samara.barzane): aye
[12:54] Lyubov (20180414): Aye
[12:54] Tanoujin Milestone: aye
[12:54] Rosie Gray: aye
[12:54] Richie Deschanel: aye
[12:54] Lyubov (20180414): Thank you, the motion carries.
[12:54] Rosie Gray: clap clap clap
[12:55] Lyubov (20180414): Our next item is a related law that must also be updated.
[12:55] Kyoko Furse-Barzane (samara.barzane): WooT
[12:55] Lyubov (20180414): Yay! Thank you!
[12:55] Lyubov (20180414): 6.3 Discuss update CDSL 16-04, full draft text at http://forums.slcds.info/viewtopic.php?p=49429#p49429
[12:55] Lyubov (20180414): This has also been posted for more than two weeks now.
[12:56] Rosie Gray nods
[12:56] Lyubov (20180414): My most recent post makes no changes to the language, but it shows the full text of the law.
[12:56] Lyubov (20180414): The only sections that are changed from the original law are Section 1 and Section 2.
[12:57] Lyubov (20180414): The substantive changes allow for cases where the parcel owner is a group.
[12:57] Richie Deschanel: makes sense
[12:58] Kyoko Furse-Barzane (samara.barzane): right
[12:58] Rosie Gray: this is approved by Sudane, and by Lilith, yes?
[12:58] Lyubov (20180414): I also think in section 2 all I did was remove the all caps "chancellor"
[12:58] Lyubov (20180414): Sudane is eager to see these changes.
