[17:06] Gwyneth Llewelyn: Now I can start to spam the group
[17:07] Gwyneth Llewelyn: Oh! I think so!
[17:07] Moon Adamant: lol
[17:07] Moon Adamant: that was teh main objective :)
[17:07] Gwyneth Llewelyn: Looks like it.
[17:07] Moon Adamant: ok...
[17:07] Moon Adamant: 7 minutes past
[17:08] Moon Adamant: i guess i'll be starting with this
[17:08] Moon Adamant: first of all, welcome all, and do you agree that a transcript be taken of this meeting?
[17:08] Yogeswari Padar: sure
[17:08] Claude Desmoulins: NP
[17:08] Gwyneth Llewelyn: sure :D
[17:08] Claude Desmoulins: I wish there had been ones of the earlier sessions.
[17:09] Gwyneth Llewelyn: We have one or two transcripts...
[17:09] Moon Adamant: well... i actually asked fro one of the other meeting i hosted
[17:09] No room to sit here, try another spot.
[17:10] Moon Adamant: but it extended a bit... and when i noticed tehre was only me still online, and i have a problem with clipboard
[17:10] Gwyneth Llewelyn: Should I post the ones I've got on the forums?
[17:10] Gwyneth Llewelyn: Well... we can do that later..
[17:10] Claude Desmoulins: Is the next one really at 1 am?
[17:10] Gwyneth Llewelyn: Yes Claude — lol
[17:10] Moon Adamant: ah, let me check
[17:10] Gwyneth Llewelyn: Pat sadly can't make it on any other hour...
[17:11] Moon Adamant: yup, it is
[17:11] Claude Desmoulins: I hope he records and that you and Moon make it, so it isn't a soliloquy :)
[17:11] Gwyneth Llewelyn: hehe yes :)
[17:11] Moon Adamant: lol, i'll have to set an alrm clock for it
[17:11] Gwyneth Llewelyn hopes to wake up on time as well, with a double alarm clock if needed
[17:11] Moon Adamant: ok
[17:11] Gwyneth Llewelyn: ;)
[17:12] Moon Adamant: well, tonight's topic is Cabinet
[17:12] Moon Adamant: it actually links well with last night meeting - hosted by Jon - and which dealt with Citizen's Associations
[17:13] Moon Adamant: our proposals run in the sense of teh empowerment of the Civil Society
[17:14] Moon Adamant: for that, we propose that citizens can espontaneously form groups and associations, and by them participate in the governemnt process
[17:14] Moon Adamant: obviously that yesterday the question appeared several times:
[17:14] Yogeswari Padar: moon, can citizens do that now? forgive my ignorance :)
[17:14] Moon Adamant: what about Guild?
[17:14] Moon Adamant: well, Yoge
[17:15] Moon Adamant: theoretically citizens can propose bills to RA
[17:15] Moon Adamant: and they can join the Guild
[17:15] Moon Adamant: they join the Guild
[17:15] Moon Adamant: but
[17:15] Yogeswari Padar: so there is initiative and referendum of sorts?
[17:16] Gwyneth Llewelyn: No referendum, but any citizen can effectively propose a bill to the RA,
[17:16] Moon Adamant: as we discussed yesterday, this does not mean that they do indeed participate in the governative role of the Guild
[17:16] Gwyneth Llewelyn: and even attend (and participate) in all public RA meetings.
[17:17] Moon Adamant: yes :) thanks gwyn :)
[17:17] Yogeswari Padar: thanks
[17:18] Moon Adamant: the Guild was meant to be a way in which the citizens could have this role we are now proposing that should be given to citizens' assoaciations and groups
[17:19] Moon Adamant: but the guild also has a corporative aspect
[17:19] Gwyneth Llewelyn: Indeed - instead of a "free to join" all-encompassing 'association', have citizens freely associate
[17:20] Moon Adamant: that means that you join at apprentice level - and your ascension inside teh Guild depends on teh levels above you, namely the master level
[17:20] Moon Adamant: which not only decides if you move up, as elects the Guild Master
[17:21] Yogeswari Padar: does this mean that the guild would no longer exist?
[17:21] Moon Adamant: so, what happens if you, as a citizen, hold a different opinion from teh Guild deciding levels?
[17:22] Moon Adamant: it woul d still exist - but we propose that it would be another citizens' group
[17:22] Gwyneth Llewelyn: Yes, one among many.
[17:22] Gwyneth Llewelyn: Rubaiyat! Hello!
[17:22] Rubaiyat Shatner: hello
[17:22] Yogeswari Padar: with no greater or less access to government than any other group
[17:23] Yogeswari Padar: hi rubaiyat
[17:23] Moon Adamant: exactly
[17:23] Moon Adamant: and hello Rubaiyat .9
[17:23] Gwyneth Llewelyn: Rubaiyat: the topic for today is the proposed new functions for the Guild and the proposed executive branch.
[17:23] Rubaiyat Shatner: Hey Yogewswari
[17:23] Rubaiyat Shatner: moon
[17:24] Moon Adamant: there is also another issue we are adressing with this
[17:24] Moon Adamant: atm
[17:25] Moon Adamant: there is no clear definition of an executive role between the powers in our state
[17:25] Claude Desmoulins: And in what ways does this fail?
[17:26] Moon Adamant: hello Azazel :)
[17:26] Azazel Trescothick: hello
[17:26] Yogeswari Padar: hi azazel
[17:26] Moon Adamant: this is a political meeting, feel free to join us
[17:27] Jon Seattle: Back.. sorry RL..
[17:27] Moon Adamant: wb :)
[17:27] Gwyneth Llewelyn: wb Jon
[17:27] Gwyneth Llewelyn: and hi Azazel
[17:27] Yogeswari Padar: wb jon
[17:28] Azazel Trescothick: ...this is the first room ive been in without anyone to rid of
[17:28] Azazel Trescothick: ...today
[17:28] Gwyneth Llewelyn: Claude, there is no executive role in N'stadt currently.
[17:28] Claude Desmoulins nods
[17:29] Moon Adamant: the indefinition of a clear executive role makes that all branches actually have to check
[17:29] Moon Adamant: at each decision that implies an action
[17:29] Moon Adamant: if they can assume the executive role
[17:29] Gwyneth Llewelyn: Indeed Moon
[17:29] Thor Forte: sorry im late
[17:29] Moon Adamant: this was meant so
[17:29] Gwyneth Llewelyn: Hello Thor, welcome!
[17:30] Moon Adamant: welcome Thor :)
[17:30] Yogeswari Padar: hi thor
[17:30] Yogeswari Padar: lol
[17:30] Thor Forte: hi there
[17:30] Azazel Trescothick: Thor, i shall pull out a chair
[17:30] Yogeswari Padar: it's been a long time since anyone sat on my shoulders!
[17:30] Jon Seattle: Hi thor
[17:30] Moon Adamant: but it also cause a good deal of bureaucracy
[17:30] Moon Adamant: and of delay
[17:30] Moon Adamant: in teh decision phase
[17:30] Thor Forte: im a sitting in someones spot, some of you are invisable
[17:30] Gwyneth Llewelyn: Indefinition causes the delays...
[17:31] Moon Adamant: exactly
[17:31] Gwyneth Llewelyn: Also, if you don't mind adding to it, Moon...
[17:31] Moon Adamant: as the branches try to assess if they CAN take the executive role
[17:31] Gwyneth Llewelyn: ... indefinition also means that the citizens cannot demand responsability.
[17:31] Moon Adamant: ok Gwyn
[17:32] Moon Adamant listens to Gwyn
[17:32] Gwyneth Llewelyn: Well, it's simple really,
[17:32] Gwyneth Llewelyn: iRL, when someone is empowered to make decisions,
[17:32] Gwyneth Llewelyn: that someone is usually also being validated by either their peers, or their citizens
[17:32] Gwyneth Llewelyn: through accountability and responsability.
[17:33] Gwyneth Llewelyn: At the end of the day, one's decision should be checked.
[17:33] Gwyneth Llewelyn
