[17:12] Moon Adamant: it actually links well with last night meeting - hosted by Jon - and which dealt with Citizen's Associations
[17:13] Moon Adamant: our proposals run in the sense of teh empowerment of the Civil Society
[17:14] Moon Adamant: for that, we propose that citizens can espontaneously form groups and associations, and by them participate in the governemnt process
[17:14] Moon Adamant: obviously that yesterday the question appeared several times:
[17:14] Yogeswari Padar: moon, can citizens do that now? forgive my ignorance :)
[17:14] Moon Adamant: what about Guild?
[17:14] Moon Adamant: well, Yoge
[17:15] Moon Adamant: theoretically citizens can propose bills to RA
[17:15] Moon Adamant: and they can join the Guild
[17:15] Moon Adamant: they join the Guild
[17:15] Moon Adamant: but
[17:15] Yogeswari Padar: so there is initiative and referendum of sorts?
[17:16] Gwyneth Llewelyn: No referendum, but any citizen can effectively propose a bill to the RA,
[17:16] Moon Adamant: as we discussed yesterday, this does not mean that they do indeed participate in the governative role of the Guild
[17:16] Gwyneth Llewelyn: and even attend (and participate) in all public RA meetings.

[17:18] Moon Adamant: the Guild was meant to be a way in which the citizens could have this role we are now proposing that should be given to citizens' assoaciations and groups
[17:19] Moon Adamant: but the guild also has a corporative aspect
[17:19] Gwyneth Llewelyn: Indeed - instead of a "free to join" all-encompassing 'association', have citizens freely associate
[17:20] Moon Adamant: that means that you join at apprentice level - and your ascension inside teh Guild depends on teh levels above you, namely the master level
[17:20] Moon Adamant: which not only decides if you move up, as elects the Guild Master
[17:21] Yogeswari Padar: does this mean that the guild would no longer exist?
[17:21] Moon Adamant: so, what happens if you, as a citizen, hold a different opinion from teh Guild deciding levels?
[17:22] Moon Adamant: it woul d still exist - but we propose that it would be another citizens' group
